농지연금 지급방식 다양화에 관한 연구

국문 초록

본 연구는 세계 최초로 도입된 한국 농지연금제도의 배경을 정리하고, 동 제도가 농업인의 실질적 노후 소득보장제도로 정착될 수 있는 방안을 모색하는 데 목적이 있다. 그 방법으로 농지연금제도의 급여지급방식 다양화를 위한 월지급금 모형의 설계와 이를 이용한 산출결과를 제시하였다. 현행 농지연금 급여 지급형태는 상한연령 100세설정 후 잔여기간에 걸쳐 분할 지급되는 정액연금으로 설계되어 있다. 따라서 본 연구에서는 급여 지급방식의 다양화 차원에서 주택연금의 지급방식을 적용한 농지연금의 예상 월지급액을 산정하고 그 값을 현행 정액지급 방식과 비교하였다. 또한 농지연금 가입당시 65세 미만의 배우자는 농지 소유권 이전 불가로 수급자 사망 후 연금을 지급받을 수 없는 문제점이 있어, 개선방안으로 부부의 최종 생존기간 등을 고려한 연생모형 도입을 주장하였다. 더불어 부부형 연생연금모형 적용 시 월지급액을 분석하여 그 결과를 제시하였다. 본 연구에서 제시된 지급방식이 적용된다면, 가입자별 생활여건에 맞는 수급방식선택이 가능하고 농지연금의 노후소득 보장성 강화에도 다소나마 도움이 될 것으로 기대된다. 궁극적으로 농지연금제도가 고령자 인구비중이 높은 농촌사회 유지를 위한 사회안전망으로 정착하는 데 기여하고자 하였다.

영문 초록

Farmland pensions are uniquely introduced in Korea since 2011. To diversify benefit payout options of farmland pensions, we designed and suggest a model concerning monthly payments of farmland pension. Our intension is to provide implications for farmland pension which can be used as practical old age income security to farmers. Currently a fixed annuity, up to the age of a hundred years, is the only payout option of farmland pension. In the view of diversification of benefit payout options, we evaluated and applied the existing housing pension’s payout options. Then we compared this monthly payment structure with the current fixed farmland pension payments. Meanwhile, farmland ownership cannot be transferred to a pensioner’s spouse who is under 65 at entry time. Therefore, the spouse cannot receive the pension benefit after the pensioner dies. To solve the problem, we analyzed and suggest the introduction of the last-survivor pension and payment model. Through our proposal, we can expect expansion of payout options suitable for reinforcement of old-age income security for farmers. Ultimately, we believe the farmland pension system can contribute to maintenance of rural society with its’ high concentrations of older people.
