영문 초록

The public access channel is a public service that broadcasts programs produced directly by individual viewers or by local civic groups on cable TV or other media service network. The community’s viewer media center acts as a citizen media broadcasting station, providing the education and support of media production for citizens. Civil media broadcasting is a form of public access channel where TV viewers participate in the planning and production of programs and acquire the rights as viewers and citizens. This paper aims to present efficient way for activation as a public access channel by analyzing the current status of the Incheon Viewer Media Center, which was established in 2014.
