청년구직활동지원사업의 사업성과 분석에 관한 연구 : A지자체 중심으로

국문 초록

우리나라의 청년실업률은 2015년 이후, 증가하다가 2018년부터 감소, 코로나19가 닥친, 2020년 청년실업률이 다소 증가, 2021년 하반기 청년 고용상황이 개선되면서 다시실업률이 크게 감소되고 있다. 청년구직활동지원금은 청년들의 원활한 노동시장 진입을 위해 구직활동에 필요한 제반비용을 지원하기 위한 청년 지원 정책이다. 즉, 청년 본인 상황 및 수요 맞춤화된 활동을 설계하고, 자기주도적으로 일자리를 탐색하고, 최종적으로 취업하는데 필요한 다양한 활동에 대해 직접비(학원수강료, 교재구입비 등),와 간접비(식비, 교통비 등) 등을폭넓게 지원하는 정책이라 할 수 있다. 본 연구에서 분석할 A지자체의 청년구직활동지원사업은 시작된지 5년 이상이 되었으며, 사업 참여자가 지속적으로 증가하고 있고, 참여자 만족도를 제고하기 위하여, 체계적인성과분석이 필요하다. 본 연구는 A지자체에서 수행하고 있는 21년 청년구직활동지원금 사업에 대한 전반적인 사업 성과분석을 하고, 사업의 개선방안 및 정책적 시사점 도출을 실시하였다. 본 연구의 주요 결과, 첫째, 청년구직활동 사업이 지역 미취업 청년들의 자기주도적구직활동을 효과적으로 지원함으로써 경제적·심리적 부담에서 벗어나, 안정적인 취업준비 활동에 전념할 수 있도록 사업취지를 성공적으로 달성하고 있는 것으로 확인되었다.

영문 초록

The youth unemployment rate in Korea has increased since 2015, then started to decrease in 2018, and slightly increased in 2020 due to COVID-19. However, that rate has declined as the youth employment conditions improve in the second half of 2021. The Youth Job Support Funds is support plans to support all expenses necessary for job-seeking for the youths to enter the labour market readily. In other words, it is a policy to design activities tailored to the situation and demands of each youth, to search for jobs in a self-directed manner, and finally to support a wide range of direct expenses (academy tuition, course book fees, etc.) and indirect expenses (food and transport costs, etc.) required to get a job. Thus, it has been more than five years since the project started in local authorities A, and it is time for systematic performance analysis to improve participant satisfaction in the situation where the number of the project participants increases consistently. This study analysed the overall performance of the Youth Job Support Funds project and derived improvement plans and policy implications for the project. According to the main results of this study, it was confirmed that the youth job-seeking project is successfully achieving its purpose so that they can focus on job preparation stably by freeing themselves from economic and psychological burdens by effectively supporting the self-directed job-seeking activities of local unemployed youth.
