국문 초록

본 연구의 목적은 인구구조 변화에 대응하기 위한 조세체계 개선방안에 대한 토대를 제공하면서 특히 인구구조 변화에 따라 부가가치세의 문제점 및 개선방안을 제시하고자 한다. 우리나라는 매우 심각한 인구구조 변화로 인하여 사회 전반적으로 중대한 변화가 예상됨에 따라 철저한 대응을 해야만 한다. 특히 인구구조 변화에 대응하기 위한 중장기적이고 체계적인 조세체계 개선방안을 마련해야만 한다. 급속하고 강력한 저출산 및 노령화로 인한 인구구조의 변화에 대응하기 위해서는 막대한 재정수요가 필요하나, 기존의 소득기반 조세체계만으로는 늘어나는 재정수요를 감당하기 불가능하다. 따라서 소비 기반 조세인 부가가치세에 대한 심도 있는 검토가 필요하다. 인구구조의 초고령화가 진전됨에 따라 기본적으로 총소비는 감소하게 되고, 일부 고령자 관련 면세항목에 대한 소비만이 증가하게 될 것으로 예상됨에 따라 현행 부가가치세 세제하에서는 부가가치세를 통한 세수 증대를 기대하기 어렵다. 따라서 인구구조 변화에 대응하기 위하여 현행 부가가치세의 문제점을 파악하고, 그에 대한 개선방안을 모색하는 것은 매우 중요한 정책과제이다. 인구구조가 변화함에 따라 부가가치세를 통한 세수를 확보하기 위해서는 현행 부가가치세 제도에 다음과 같은 문제점이 있다. 첫째, 세원 파악의 불확실성이 크다. 둘째, 면제제도가 불완전하다. 셋째, 부가가치세율이 낮다. 넷째, 간이과세자 제도가 불합리하다. 이러한 부가가치세의 문제점을 해소하는 방안으로 다음의 부가가치세 개선방안을 제시한다. 첫째, 세원 확보의 필요성 및 인식개선이 필요하다. 둘째, 면세제도의 개선 및 폐지를 제안한다. 셋째, 부가가치세 세율을 인상할 것을 제안한다. 넷째, 간이과세자 제도를 축소 및 폐지할 것을 제안한다. 본 연구에서 검토한 부가가치세의 문제점 및 개선사항을 기반으로 하여 더욱 심도 있는 검토를 통하여 인구구조변화에 연착륙하기 위한 충분한 대응이 되기를 바라며, 정책입안자 및 후속 연구를 위한 토대가 될 것으로 기대한다.

영문 초록

The purpose of this study is to provide a basis for improving the tax system to respond to changes in the demographic structure, and to present problems and improvements of the value－added tax in accordance with the demographic change in particular. Korea must take a thorough response as significant changes in society are expected due to a very serious demographic change. In particular, it is necessary to come up with a mid－ to long－term and systematic improvements of the tax system to respond to changes in the demographic structure. In order to respond to the changes in the demographic structure caused by the rapid and strong low birth rate and aging, huge fiscal demand is required, but the existing income－based tax system alone cannot meet the growing fiscal demand. Therefore, an in－depth review of the value－added tax, which is a consumption－based tax, is required. With the progress of the aging of the population structure, total consumption will basically decrease, and only consumption on some tax－free items related to the elderly will increase. Therefore, it is difficult to expect an increase in tax revenue through the VAT under the current VAT. Therefore, it is a very important policy task to identify the problems of the current value－added tax and to find ways to improve it in order to respond to demographic changes. In order to secure tax revenue through value－added tax as the demographic structure changes, the current value－added tax system has the following problems. First, there is great uncertainty in identifying tax sources. Second, the exemption system is incomplete. Third, the VAT rate is low. Fourth, the simplified taxpayer system is unreasonable. As a way to solve these VAT problems, the following VAT improvements are presented. First, it is necessary to secure a tax source and to improve awareness. Second, we propose the improvement and abolition of the duty－free system. Third, it is proposed to increase the VAT rate. Fourth, it is proposed to reduce and abolish the simplified taxpayer system. Based on the problems and improvements of the value－added tax reviewed in this study, it is hoped that it will be a sufficient response for a soft landing to the demographic change through a more in－depth review, and it is expected that it will serve as a basis for policy makers and subsequent research.
