국문 초록

본 연구의 목적은 서울시가 추진하고 있는 원전하나줄이기 정책에서 거버넌스 기구가 현장사례에서 어떻게 작동되고 있는지 분석하고, 관련 문제점 도출 및 개선 대안을 제시하는 것이다. 연구방법으로 문헌연구와 함께 심층면접 방법을 택하였다. 심층면접 연구의 객관성을 확보하기 위해 삼각검증법(Triangulation)과 외부전문가 감사방식의 검증을 진행하였다. 주요 연구결과는 다음과 같다. 첫째, 시민참여는 거버넌스가 정부와 구별되는 가장 큰 차이점이다. 그럼에도 거버넌스 과정에서 보다 중요하게 고려해야 할 점은 참여의 수준과 참여자의 역할이다. 그리고 거버넌스 과정에서 놓치지 말아야 할 본질은 숙의(熟議)이다. 둘째, 거버넌스 운영의 기본원칙 중 위원구성의 포괄성과 거버넌스 운영과정의 개방성이 중요함을 확인하였다. 포괄성 측면에서 해당정책을 지지하는 사람들만이 아니라 반대입장을 가진 사람들을 참여시킬 필요가 있다. 셋째, 거버넌스가 제대로 작동하기 위해서는 이를 촉진하는 리더십이 매우 중요하다. 핵심정책으로 꾸준히 관심을 갖고 챙기는 것이 필요하며, 정책과 거버넌스 조직을 법제화하여 지속가능성을 보장하는 것도 중요하다. 또한 거버넌스 파트너인 시민사회의 역량을 강화화기 위한 노력도 필요하다.

영문 초록

The purposes of this study are to examine how governance theory works in the real world, what the related problems are, and to suggest alternatives, via analyzing the case of the governance system for the One Less Nuclear Power Plant(OLNPP) policy in the Seoul Metropolitan Government(SMG). As research methods, in-depth interviews were carried out along with a literature study. To secure the objectivity of the study, peer verification as a methodological triangulation was carried out and then expert verifications as external audit method were futher performed. The main research results are as follows. First, citizen participation is the biggest difference between governance and government. However, more important considerations in the governance process are the level of participation and the role of participants. And the essence that should not be missed in the governance process is deliberation. Second, among the basic principles of governance, it was confirmed that the inclusiveness of the council members and the openness of the governance operational process were important. In terms of inclusiveness, it is necessary to involve members from both support and opposition. Third, facilitative leadership that promotes governance is significant to make governance work properly. It is necessary to keep paying attention as a core policy and provide a legal status of OLNPP policy and governance organizations to ensure their sustainability. Efforts to strengthen the capacity of civil society as a key governance partner are also needed.
