일본 도시재생정책의 추진배경과 구조에 관한 고찰

국문 초록

한국은 지난 2016년 1월 9일 「도시재생 활성화 및 지원에 관한 특별법」이 시행되면서 본격적인 도시재생정책이 추진되고 있다. 특히 문재인 정부는 주요 정책 사업으로 도시재생뉴딜정책을 수립하고 도시재생정책을 적극적으로 추진하고 있다. 하지만 국내에서는 도시재생정책의 추진 경험도 부족하고, 이와 관련된 연구들도 부족한 것으로 생각된다. 또한 현재 국내의 도시재생정책은 아직 시작단계이며, 법∙제도적인 측면에서도 미흡하고, 정책의 대상도 서울 등 대도시에 집중되어 있어 지방중소도시에 대한 현실적인 정책을 추진하지 못하고 있는 실정이다. 이러한 현재 국내 도시재생정책은 일본 도시재생정책 추진의 초기 단계와 다소 유사하다고 할 수 있으며, 따라서 한국보다 앞서 도시재생정책을 추진해온 일본의 도시재생정책은 어떻게 추진되었으며, 정책에는 어떠한 변화가 있었는지, 그리고 정책의 구조는 어떻게 이루어져 있는지에 대한 연구는 현 시점에서 매우 필요하다고 생각한다. 본 연구는 이러한 연구의 필요성을 배경으로 첫째, 일본의 도시재생정책의 추진배경에 대해 고찰하고, 둘째, 도시재생 정책의 변화 과정을 분석하고, 셋째, 일본 도시재생정책의 구조를 파악하여, 국내 도시재생정책의 개선방안과 추진방안에 대한 시사점을 도출하고자 한다.

영문 초록

As of January 9th, 2016, Korea central government has enforced the Special Act on Promotion of and Support for Urban Regeneration , which became the catalysis for proceeding the serious urban regeneration policies. Following such agenda, Mun Administration established the New Deal Policy of Urban Regeneration as one of the main national policy projects and has actively executed such urban regeneration policies. However, it seems that related experiences as well as related researches are judged to be still insufficient. In addition, the urban regeneration policy in Korea is still considered to be in rather beginning stage, and therefore, regulatory basis on such policy is still inadequate. Moreover, such policies are still directly focusing on metropolitan cities, including Seoul City, resulting in weak, misleading application on local small/medium cities. As with all aforementioned backgrounds, it may be concluded that the current Korean urban regeneration policies resemble the beginning stage of Japanese urban regeneration policies, in fact. Accordingly, it is very important to analyze how Japanese urban regeneration policies, which preceded those of Korea, have been proceeded, how such policies have been adjusted, and how the policy structure has been constructed. Thus, after identifying such research needs, this study aims to provide the implications on the modification or the development direction for urban regeneration policies of Korea by (1) investigating the background of Japanese urban regeneration policies, (2) analyzing the adjustment process of such policies, (3) and comprehending the policy structure of Japanese urban regeneration.
