국문 초록

‘공사용자재 직접구매제도’란 공공기관이 공사 발주시 공사에 소요되는 자재 중 중소기업청이 공사용자재직접구매 대상으로 지정한 품목을 중소기업으로부터 적정가격에 직접 구매하여 건설업체에 관급자재로 제공하는 제도를 말한다. 동 제도를 통해 중소기업의 경영안전을 지원하며, 국가경제의 균형적 발전을 도모하고 있으며 특히 중소기업의 기술능력 향상을 통해 기업이 자생 할 수 있도록 지원하고 있다. 하지만 복잡한 절차로 인한 공공기관의 미이행 사례가 매년 늘어나는 추세이고 제도적 이행력 또한 미비한 상태이다. 이에 본 연구에서는 ‘공사용자재 직접구매제도’의 운영현황과 해외 유사 중소기업 지원제도 분석을 바탕으로 ‘공사용자재 직접구매제도’의 문제점 및 개선 방안을 제도의 도입 목적인 중소기업의 기술개발제품 구매 확대, 중소기업제품 공공구매확대, 중소기업간 건전경쟁유도, 구매행정의 효율성 및 투명성 확보와 제도 이행력 측면에서 제시하고자 한다.

영문 초록

The Direct Buying System(DBS) for construction materials in Korean public construction projects is system that the small and medium business administration buys listed products of small and medium-sized enterprise(SME) at a reasonable price and offers general constructors, when public institution delivers construction projects. This system has an aim that it supports for SME safety management system and promotes a balanced development of the national economy. In particular, this system improves the technological capabilities of SME to be able to survive by the ability of SME itself. But due to the complicated procedures, executory cases of public institution have increased each year and implementation of institutional power is also in incomplete state. In this study, on the basis of analyzing operational status of the system and abroad similar SME support institutions, authors consider problems on the sides of expanding purchase technology development of SMEs products, expanding public purchase of SME products, inducting healthy competition between SMEs, administrating purchase of efficiency and transparency, and implementation of institutional power aspects and finally show improvement plans.
