스가(菅義偉)내각의 독도정책의 가능성과 한계에 관한 고찰

국문 초록

이 논문은 스가 내각의 등장과 향후 일본의 독도정책의 가능성과 한계를 분석하고 있다. 지난 7년 8개월간 일본의 보수진영과 정치적 반한(反韓)연대를 형성하여 높은 지지율을 유지하는 전략을 채택하여 왔던 아베 내각이 종식되자 한일양국언론은 양국의 관계개선을 조심스럽게 기대하는 분위기이다. 그이면에는, 첫째, 그간 한일관계가 경직되어 있는 동안 중국의 부상은 한일양국에 부담이 되고 있으며, 둘째, 미국의 제46대 대통령으로 당선된 바이든 행정 부가 향후 한일관계에 적극적으로 개입할 것이라는 것과, 셋째는 스가 수상은 스스로를 보수정치의 아이콘으로 자리매김하지 않았고 실리주의 정치가, 자수 성가형 정치가, 노력형의 정치가 등 대중적인 이미지를 어필하는 전략을 구사 하기 때문에 결국 아베 내각과는 국민들의 지지를 동원하는 전략이 다를 수밖에 없을 것으로 보이기 때문이다. 하지만 스가 내각에서도 한일 간의 독도관련 갈등의 불씨는 여전히 남아있다. 그 이유는 스가 수상이 아베 내각에서 관방장관 때 만든 내각관방 영토·주권대책기획조정실에 설치한 「영토·주권을 둘러싼 내외발신에 관한 유식자간담회 이하 ‘유식자간담회’」가 한국의 독도정책을 비판하고 있기 때문이다. 이 정책구상의 중심에는 ‘유식자간담회’라는 위원회가 있는데 스가 당시 관방장관이 총괄 책임자였다. ‘유식자간담회’는 독도뿐만이 아니라 일본이 주변국과 갈등관계에 있는 영토문제를 포함해서 바다영역에 이르기까지 다양한 문제에 대해서 일본정부에 자문역할을 하고 있다. 그래서이 논문은 그간 ‘유식자간담회’가 제시한 ‘독도관련 한국영토부정’안에 대해서 비판함과 동시에 일본의 독도정책의 한계를 분석하고 더 나아가서는 스가 내각에서의 ‘독도정책의 가능성과 한계’를 분석하고 있다.

영문 초록

This is thesis analyzes the emergence of the Suga cabinet and the possibilities and limitations of Japan s Dokdo policy in the future. After the end of the Abe Cabinet, which has adopted a strategy to maintain high approval ratings by forming political anti-Korean solidarity with Japan s conservatives for the past 7 years and 8 months, the Korean and Japanese media are anticipating an improvement in bilateral relations. The grounds for this are, first, the rise of China has been burdening both countries while the two countries had a tense relationship. Second, the Biden administration, elected as the 46th President of the United States, will actively intervene in the relationship between Korea and Japan. Thirdly, since Prime Minister Suga did not establish himself as an icon of conservative politics but used a strategy to appeal to the public as a utilitarian politician, a self-made politician, and an effort-based politician, it will show a difference from the Abe cabinet in mobilizing support of the people. However, even in the Suga cabinet, the embers of the Dokdo-related conflict between Korea and Japan remain. The reason for this is ‘The Advisory Panel on Communications Concerning Territorial Integrity in the form of recommendations regarding key issues in the full-fledged strengthening of the government’s public communications efforts regarding territorial integrity (hereafter the Advisory Panel) established in “The Cabinet Office of Policy Planning and Coordination on Territory and Sovereignty,” that was created by Prime Minister Suga during the Abe Office, is criticizing Korea’s Dokdo policy. At the center of this policy initiative, there is a committee called the ‘Advisory Panel,’ and at the center, there was Suga, the Secretary of State at that time. The “Advisory panel” serves as an advisor to the Japanese government on a variety of issues, including territorial and maritime issues in which Japan is in conflict with neighboring countries, as well as Dokdo. Therefore, this thesis criticizes the denial of Dokdo as Korean territory proposed by the ‘Advisory Panel,’ and analyzes the limitations of Japan’s Dokdo policy, and further explores the ‘possibility and limitations of the Dokdo policy’ in the Suga cabinet.
