국문 초록

본 연구는 클러스터에 큰 관심을 기울이는 미국, 독일, 한국의 3개국을 대상으로 역할을 분석하기 위해 회귀 모델을 설계하고 각 국가의 상황과 관련된 특정 정책 문제를 중심으로 비교 가능한 요인을 구성하였다. 사실 데이터 구조의 차이, 정확하게 동일한 데이터의 분석이 어려워 유사한 정보를 가지고 공통점과 차이점에 대하여 분석하였지만, 국제적으로 관심을 받는 특정 국가 문제를 제시하였고, 몇 가지 공통 정책 문제를 제시할 수 있었기에 충분한 연구 결과를 활용할 수 있다고 판단된다. 3개 나라의 데이터 세트의 차이를 고려하여 비교하였고, 이를 통해 본 연구의 모델 설계에 있어 각국의 주요 정책 경영 방식을 반영하였다. 본 연구의 조사 결과 독일과 한국에서 공공 R & D 펀드의 역할은 국가 또는 토지 분야에서 부의 창출에 직접적인 영향을 미친다는 분석 결과를 도출할 수 있었으며, 그 의미에서 “공공성”이 입증되었다. 즉, 국가 경영적 측면에서 공적 자금은 나라의 부를 창출하는데 역할을 다한다는 의미를 도출할 수 있었다. 이에 비해 미국의 경우에는 공공 R & D 자금이 경제적 성과에 긍정적인 영향을 미쳤고, Gross R & D가 부정적인 영향을 미치는 것으로 분석되었다. 이러한 결론은 미국의 경우 국가에서 R&D 경영에서 정책 옵션에 유용한 시사점으로 볼 수 있다. 하지만 본 연구는 횡단 연구방법으로 의미있는 결과를 도출하였지만, 사용된 데이터의 횡단 연구가 아닌 동일한 형태의 시계열 데이터를 이용한 종단 연구가 이루어지지 않아 결론 도출의 한계가 있었다. 따라서 향후 종단연구를 제안하였다.

영문 초록

In this study, a regression model was designed to analyze the role of three countries, the US, Germany, and Korea, which are paying great attention to clusters. Factors that can be compared were constructed focusing on specific policy issues related to each country s situation. It was difficult to analyze the exact same data with the difference in data structure, so similar information was used for analysis. The comparison was conducted by considering the differences in the data sets of the three countries, and through this, the major policy management methods of each country were reflected in the model design of this study. As a result of this study, an analysis result could be derived that the role of public R&D funds in Germany and Korea has a direct impact on the wealth creation in the state or land sector. In other words, in terms of national management, it was possible to derive the meaning that public funds play a role in creating the country s wealth. In contrast, in the case of the US, it was analyzed that public R&D funds had a positive effect on economic performance, and gross R&D had a negative effect. These conclusions can be seen as useful implications for policy options in R&D management in the country in the United States. However, although this study drew meaningful results with the cross-sectional study method, there was a limitation in drawing conclusions because longitudinal studies using the same type of time series data were not conducted rather than cross-sectional studies of the used data.
