국문 초록

본 연구는 1990년대 이후 한국 가톨릭 사회복지가 공적 복지의 틀 안에서 성장하면서 직면하는 과제들을 다룬다. 1990년대 민주주의 발전과 함께 공적 사회복지가 본격적으로 시행되면서, 한국 사회복지의 초석이었던 가톨릭 사회복지는 공공복지의 주요한 민간파트너로서 성장해 왔다. 이 과정에서 가톨릭사회복지는 새로운 요구들과 어려움을 겪는다. 정부의 통제, 불완전한 지방자치제의 실행, 시민사회의 압력 등은 가톨릭사회복지 사업의 기존 방식에 새로움을 요구한다. 이 시점에서 ‘시대의 징표’로서 반드시 주목해야 하는 주요한 사안이 있다. 실패한 신자유주의 복지패러다임과 4차 산업혁명으로 인한 문제들이 새로운 보편복지 패러다임을 요청한다는 사실이다. 보편복지 패러다임은 공유재화에 대한 시민권, 원하는 삶을 살 수 있는 기회정의, 모든 사람을 포용하는 사회연대를 필요로 한다. 이는 경제적 차원의 새로움이 아니라 사회-문화적 패러다임을 요청한다. 이 시대적-사회적 요구 앞에, 전문적 사회사목 기관인 가톨릭 사회복지는 복지서비스와 보편적 시민권에 기초한 복지운동을 통합해 나가야 한다. 또 공공복지의 주요 파트너로서 지역복지의 활성화를 위한 과제를 기꺼이 수용해야 한다. 이는 장기적으로 ‘민-관’협력 체제를 바람직하게 구축하는데 이바지 할 것이다. 이 과제들을 원활히 수행하기 위해서는 ‘사회적 공공성’ 운동과 연대를 지향해야 하며, 가톨릭의 정체성과 역량을 보편적 영역으로 확장해 나가야 한다.

영문 초록

This paper addresses problems of korean catholic social welfare service, that have come up during the process of it s growth in the frame of the public social welfare since 1990. In the while, korean catholic social welfare has grown as a main civil-partner of public social welfare with the development of democracy. In this process, catholic social welfare has met new demands and difficulties. Government control, the incomplete implementation of the local government system, pressure of civil society etc. are require catholic social welfare a new way. At this stage, there are some important situations as ‘sign of time’, that are took notice certainly. It is the reality that the problems of failed neoliberal welfare paradigm and the 4th industrial revolution require a new welfare paradigm. Namely, the universal welfare paradigm needs the equal civil right to Commons, definition of opportunity for wanted life and social solidarity that everyone is embraced. It means the comprehensive change of social-cultural paradigm. In the face of these epochal demands, catholic social welfare as the specialized pastoral society needs to combine welfare service and welfare campaign based on universal civil rights. Further, it as a main civil-partner of public social welfare should accept projects for the invigoration of the local welfare. It can serve the establishment of desirable ‘private-public partnerships’ in the long term. In order to carry out these projects, catholic welfare should be in solidarity with ‘social publicness’ campaign and expand the identity and ability of catholic church into general area.
