국문 초록

토지등록(地籍)은 국가가 토지에 대한 물리적 인위적 권리적 현황을 공시할 목적으로 필지단위로 지적공부에 등록하고 관리하는 행위를 의미한다. 국토의 효율적 관리와 국민의 토지소유권 보호에 기여하는 것을 목적으로 하는 토지등록은 국가 행정의 기반으로서 매우 중요한 역할과 기능을 담당하고 있으므로 현재 토지행정 전반에 관한 업무를 수행하는 토지행정 조직 체계에 대한 현황 및 문제점 분석을 통해 효율적인 개선 방안을 마련할 필요가 있다. 따라서 본 연구는 현재 중앙정부 및 지방자치단체에서 이루어지고 있는 토지행정 업무와 관련한 조직 체계의 현황과 및 문제점을 분석하고 지속 가능한 발전을 위한 미래 지향적인 토지행정 조직체계의 개선방안을 제시하고자 한다.

영문 초록

Land registration refers to the act of registering and managing land registration in cadastral units for the purpose of publicizing the physical, artificial, and rights status of the land. The land registration, which aims to contribute to the efficient management of the land and the protection of the land ownership of the people, plays a very important role and functions as the foundation of the national administration. It is necessary to establish an effective improvement plan through analysis of current situation and problems. Therefore, this study analyzes the current status and problems of the organizational system related to the land administration work in the central government and the local autonomous entities and suggests the improvement plan of the future - oriented land administration system for sustainable development.
