지역자산의 관점에서의 지역공동체 학습 과제

국문 초록

2007년 사회적기업육성법이 시행된 이후 지역사회에서 비즈니스를 기반으로 하여 지역과제를 해결하고 수익의 안정을 도모하는 사회적경제공동체가 확대되고 있다. 이 연구는 이러한 지역공동체의 지속가능성을 위한 학습과제를 지역자산의 관점에서 찾고자 한다. 본 연구를 위하여 연구자는 경기도의 우수지역사회적경제공동체 5개 기관을 견학하고 인터뷰하여 자료를 수집하였다. 분석에서 연구자는 지역문제를 해결하는 공동체의 사업 활성화에 기여한 학습요인과 그 성과로서 얻은 지역자산의 특징을 밝히고 향후 지역자산의 관점에서 요구되는 평생교육의 과제를 도출 하였다. 본 연구의 결과, 지역사회적경제공동체의 활성화에는 사람, 참여적 집단활동, 지역협력구조, 자율성, 그리고 기술교육과 사회적경제 및 공동체의 이해라고 하는 학습요인이 관련되어있었다. 또한 지역자산의 유형으로서는 지역환경과 지역문화를 포괄한 지역창조형과, 자율경영능력과 실행능력을 제고하는 역량강화형 등의 유형, 무형자산이 있었다. 본 논문에서는 향후 지역공동자산형성에 필요한 사회적경제공동체의 교육과제로서 혁신적 관점, 로컬지와 과학적 지식의 융합능력 그리고 지역공동자산을 창조하고 관리하는 공동체능력개발을 분명히 하였다.

영문 초록

Since the enactment of the Social Enterprise Promotion Act in 2007, social economic communities have expanded to address local issues and stabilize business activity profits in local communities. This study seeks to address learning projects with regard to the sustainability of these communities from the community assets perspective. Field interviews that were drawn from five outstanding social economic community institutions located in Gyeonggi-do were used for the study. Learning factors that contributed to communities and revitalization with regard to solving local issues and revealing the characteristics of local commons that led to achievements were identified. Suggestions for future lifelong education projects required from the community assets perspective were also derived from the analysis. The findings show that community asset achievements generated by social economic communities were related to people, participatory group activities, local cooperation structure, autonomy as well as learning factors such as technical education and the understanding of social economies and communities. Moreover, community assets were found to comprise tangible assets, such as local creativity involving the local environment and culture, as well as intangible assets, such as competency developments relevant to autonomous management and execution capabilities. The study has implications for future social economic community educational projects necessary for joint asset formation from the perspectives of innovation, the ability to converge local and scientific knowledge, and the development of community competence with regard to creating and managing community assets.
