국문 초록
본 연구에서는 일본의 자주방재조직운영과 대피소 운영 사례를 중심으로 우리나라의 재난현장 대응능력 및 대피소 운영 능력을 강화 할 수 있는 방안을 알아보았다. 재난현장 대응능력 강화를 위해서는 먼저, 재난 발생 시 지역 주민 스스로가 대응할 수 있는 능력을 기를 수 있도록 해야 한다. 둘째, 대피소 운영에 대해서는 재난으로 발생한 이재민들의 심리 안정을 위해 세심한 배려와 해당지역 주민 대다수가 대피할 수 있도록 지정하며, “대피소 운영 지침(매뉴얼)”을 만들고 지정된 대피소의 사전 점검 및 필요한 물품 준비, 담당자들의 사전 교육, 관련 기관·단체·개인들과 사전 협력체계 구축을 통해 재난 발생 시 이재민들이 효과적으로 활용할 수 있도록 준비해야 한다. 셋째, 학교 대피소 운영은 이재민들이 재난으로부터 안심하고 생활할 수 있는 공간을 마련하기 위해 정부, 학교, 지자체가 함께 노력하여 ‘대피소 운영 규정’을 제정하고 관련자들의 교육·훈련을 통해 재난에 대비해야 한다. 마지막으로 이러한 환경들이 조성될 수 있도록 법적, 제도적 뒷받침이 있어야 한다.
