의미연결망분석을 통한 문화정책 갈등주기 분석 * - 광주 아시아문화중심도시 조성사업을 중심으로 -

국문 초록

광주 아시아문화중심도시 조성사업은 그동안 추진과정에서 랜드마크 논란, 옛 전남도청 별관 철거 논란, 법인화 논란 등 극심한 정책갈등이 나타났고, 정책갈등이 장기화되면서 사업 지연으로 인한 사회적⋅경제적 비용을 치른바 있다. 본 연구는 정책갈등주기모형에 의거 아시아문화중 심도시 조성사업에서 발생한 정책갈등의 사례를 분석한 후 정책적 시사점을 제공하고자 하였다. 2003년부터 2014까지 11년간 아시아문화중심도시 조성사업을 다룬 신문기사들 중 내용 적으로 정책갈등을 다룬 신문기사들을 선별하여 정책갈등주기모형에 따라 동태적으로 적용 하였다. 분석을 위해 갈등 주기별로 핵심 키워드들의 신문기사별 공출현빈도를 측정하고그 결과를 바탕으로 의미연결망을 구성하여 정책갈등의 양상을 분석하였다. 연구결과 정책 갈등주기를 5단계로 구분한 선행연구와는 달리 갈등 재고조기가 추가되는 7단계로 구분할수 있었다. 분석결과 첫째, 갈등관리의 측면에서 갈등이 표면화되기 전에 중앙정부와 지방 정부의 갈등 예방을 위한 대처가 미흡하게 나타났다. 둘째, 갈등 주체들 간에 의사소통 통로를 만들고 유지하지 못해서 갈등이 장기화되고 갈등강도가 커진 것으로 드러났다. 셋째, 갈등 중재를 위한 중립적인 중재 기구가 갈등 완화 및 소멸에 큰 기여를 했다.본 연구는 이와 같은 분석결과를 바탕으로 갈등이 표면화되기 전에 갈등의 파급효과를 고려한 정책적 설계와 예방책이 필요하며, 갈등이 표면화된 이후 이해관계자들과의 적극적인 의사소통 통로 확보, 갈등을 조정해나갈 중립적인 중재 기구가 필요함을 제안하였다.

영문 초록

The Hub City of Asian Culture (HCAC) Project, the largest cultural policy implementation in South Korea, focuses on the revitalization of Gwangju City through cultural projects. Similar to other policy implementations, this policy also continuously faces policy conflicts. This study provides policy implications after analyzing the cases of policy conflicts with the HCAC Project. This study selected keywords from the most articulated policy conflicts in the selected research timeframe, from 2003 to the present. The keywords were extracted from the newspaper articles relating the HCAC Project and modified for the study. As a result, the conflicts relating the detached office building of the Jeollanam Provincial Government and incorporation admission have been selected for the study. This study analyzes these cases in five steps according to the policy conflict management model. For the analysis, it measures the co-occurrence of core keywords in each newspaper and based on the measurement, it develops a semantic network of the words and evaluates the condition. This study proposes the following implications for the HCAC Project’s future policy conflict resolution: First, it is necessary to develop policy planning and prevention measures for alleviating conflicts prior to conflict disclosure. Furthermore, it is necessary to establish a means of effective communication between stakeholders in a conflict relationship even after the conflict disclosure period. Finally, it is necessary to make an effort in establishing and maintaining trust between the stakeholders during the conflict mediation and negotiation.
