독일 통일과정과 지방자치단체의 역할

국문 초록

독일 통일의 과정에서 지방자치단체는 중심축의 역할을 했다고 해도 과언이 아니다. 통일이 본격화되기 이전 동서독은 자매결연을 통한 연방간 교류를 통해 양국은 서로에 대해 알기 시작했다. 그 과정에서 주민들은 서로 탄탄한 신뢰를 쌓았고 상대방을 이해할 수 있었다. 이러한 연방간의 교류는 통일 이후 더욱 빛을 발하게 되었는데 bottom-up 형식의 통일 준비는 여러모로 유용하였다. 중앙정부가 주로 주도하였던 통일 정책의 패러다임 전환을 가져왔고 통일 이후 국가를 재구조화하는 데 결정적인 역할을 하였다. 물론 독일 연방제를 우리나라의 지방자치제와 등치시켜 생각하는 것은 무리일 수 있다. 하지만 서독에 의한 흡수통일의 과정에서 경험이 부족하였던 동독에 전폭적인 행정지원, 서독의 지원을 중심으로 한 행정인프라의 물적 인적 장비 구축은 동독의 주민들, 나아가 동독 지역의 연방이 재도약할 수 있는 전기를 마련하였다는 점을 상기하여야 한다. 이는 통일전부터 꾸준한 교류를 통해 각 지역의 상황을 면밀히 파악하고 있었다는 것에 전제한다. 이같은 지자체 차원의 노력은 독일이 복지제도의 통합을 이루는 데 있어서 핵심적인 역할을 하였다. 통일 이후 가장 중요한 것은 ‘사회통합을 바탕으로 한 복지통합’이고 이를 위해서는 서로에 대해 잘 알고 있어야 한다. 통일의 완성은 복지통합으로 귀결된다. 이제는 중앙정부가 모든 국민의 삶을 책임지지 못한다는 점을 상기할 때 이를 위해 지자체 차원의 감정적, 물적 교류가 반드시 필요하다.

영문 초록

It is no exaggeration to say that in the process of reunification of Germany, local governments played a pivotal role. Before the reunification, East and West Germany started to get to know each other through exchanges between federations through sisterhood. Through the process, residents built strong trust and could understand each other. Such exchanges between federations revealed their effect after reunification. It showed that bottom-up preparation for reunification was useful in many aspects. It brought a paradigm shift in the policy that was led by the central government, and played a critical role in restructuring the country after reunification. It can be unreasonable to relate the federal system of Germany to the local self-governing system of Korea. However, we should remember in the process of absorptive unification by West Germany, the wholehearted administrative support for East Germany, which was lacking experience, and providing material and human resources for the administrative infrastructure resorting mainly to the support of West Germany lay the ground for reform for residents of East Germany and the federation in the East. This was based on the premise that constant exchanges that started before reunification made it possible to understand the circumstances of each region in detail. Such efforts in the level of local government played a critical role in Germany’s achieving the unification of welfare system. What is the most important after reunification is ‘the unification of welfare based on social consolidation and for this, both sides should understand each other well. The completion of unification boils down to the unification of welfare. Considering that the central government cannot be responsible for the life of all the people, emotional and material exchanges at the level of local government is positively necessary.
