탈북여성의 취업을 저해하는 요인 연구

국문 초록

이 글에서는 젠더적 시각과 더불어 국제이주이론의 이주민 편입양태 개념을 적용하여 탈북여성의 취업 저해 요인을 분석하였다. 탈북민 중 여성이 70%를 넘는 현실을 고려하면 탈북민 취업문제는 철저히 젠더적 관점에서 접근하지 않으면 안 된다. 그리고 포테스에 의하면 각 이주민 집단은 정부, 사회, 지역사회 공동체라는 세 가지 차원에서 다른 편입양태를 보인다. 첫 번째 차원은 수용국의 정책인데 특정 이주민 집단에 대해 수용(적극적인 정착 지원), 거부(적극적인 반대), 중립의 세 가지로 대별된다. 두 번째 차원은 시민사회와 여론의 특정 이주민 집단에 대한 태도인데 백인에 대한 태도와 비백인에 대한 태도로 구분된다. 세 번째 차원은 특정 이주민 집단이 형성한 지역사회 공동체가 강한 경우와 약한 경우로 구분된다. 이를 탈북여성 취업문제에 적용하면 첫째, 정부의 정책은 수용적이다. 즉, 탈북여성의 취업을 적극 지원한다. 둘째, 탈북여성을 비롯한 탈북자에 대해 한국사회는 전반적으로 미국사회가 비백인 이주민집단을 대하듯이 편견과 차별로 대한다. 셋째, 탈북여성을 비롯한 탈북자들의 지역사회 공동체는 부재하거나 매우 약하다. 따라서 이 글에서는 탈북여성 취업 저해 요인을 첫째, 정부 정책의 한계(제도적 요인), 둘째, 한국사회의 편견과 차별(사회적 요인), 셋째, 탈북여성 자신들의 문제점(개인적 요인)으로 나누어 분석하였다.

영문 초록

By applying both the gender perspective and the concept of mode of immigrants’ incorporation to the employment issues of North Korean women defectors in South Korean society, I studied the three main factors for the low employment rate of them. Given that the rate of women among all the NK refugees in SK society is more than seventy percents, we have to deal with the issues through a gender perspective. According to Portes, each immigration ethnic group has different mode of incorporation into the receiving country. The first is the policies of the receiving government, such as exclusion, passive acceptance, or active encouragement policy stances. The second is a social one, or the host society’s attitudes to immigrants, such as prejudiced against immigrants, or receptive for immigrants. The third is the communal aspects that surrounds newcomers, such as co-ethnics. In these ways the mode of incorporation affect immigrant occupational attainment. Applying this concept of mode of incorporation to the issues in question, first, the policies of SK government is actively supportive of NK women defectors’ occupational attainment. Second, SK society’s attitudes to them is prejudiced against them. Third, the local community of them does not exist or is very weak. Therefore, the three detrimental factors for their occupational attainment are analyzed in this article: 1) the limitations of government policies (institutional factor); 2) the bias and discrimination against them of SK society (social factor); 3) their own weaknesses (individual factor).
