다문화 한부모가정 발생 전후의 삶의 과정 연구

국문 초록

본 연구의 목적은 다문화 한부모가정을 중심으로 미혼 시기, 결혼 시기, 이혼 시기로 구분하여 실태와 문제점을 파악하고, 다문화 한부모가정에 대한 정책적, 제도적 지원방안과 개선방안을 도출하기 위함이다. 이를 위하여 이혼한 결혼이주여성 7명을 대상으로 사례연구법을 사용하여 연구를 실시하였다. 그 결과, 혼인전 다문화가정의 여성들은 남편과 한국에 대한 정보가 거의 없고, 결혼시기에 가족 문제, 경제적 문제, 적응 문제, 제도적인 문제가 심화되면서 이혼에 이르게되는 문제가 발생하게 되었다. 또한 다문화 한부모가정의 지원 현황을 살펴니, 사례연구 대상의 다문화 한부모가정에서 정부가 지원하는 혜택을 거의 받지 못하고 있었다. 이에 따라 정책적 지원 방안에서는 한국어 능력 프로그램 보완, 다문화가정 남편에 대한 교육 실시, 이혼 전 상담서비스의 강화, 다문화 한부모가정 여성의 경제적 자립을 위한 교육 및 취업 알선, 다문화 한부모가정의 사회복지 서비스, 자녀 교육을 위한 대안학교 및 사회적 연결망 구축, 정책의 전국적 일원화로 구분하여 제안하였고, 제도적 지원방안에서는 국적 취득에 대한 법적 지원과 결혼중개업체의 난립에 대한 법적 규제 방안을 제안하였다.

영문 초록

The objective of this study was to investigate the status of multi-cultural one parent families living in Korea and the problems that they face in different stages before and during marriage and after divorce and to suggest solutions and remedies at a policy level. To this end, case studies of 7 immigrant women married to Koran spouses were carried out and the main results were summarized as follows. First, it was found that during the period before marriage the women could not obtain enough information on their would-be husbands and their country as a result of the short preparation time prior to marriage. It was also found that the women had dreams as well as fears about their future marital life, but their dreams were broken soon after their marriage. Second, during their marriage life, they were confronted with many difficult problems including financial, cultural, and institutional ones, which often led to divorce. Third, it was found that during their lives after divorce they faced various difficulties such as child care or financial issues, family relationship, psychological disorders, and relationship with surrounding neighbors. Looking at the government supports, most of the case study subjects did not receive any benefits available for native residents. Their living standards were so low that they were in effect excluded from ordinary living patterns in terms of employment, welfare receipt, and child education. Nonetheless, they held worries that they were perceived to be over-paid recipients due to incorrect media reports about some multi-cultural single parent families. It was also found that their most immediate concern is securing a stable job in order to overcome poor living conditions and social prejudices. Based on these observations, several solutions and remedies were suggested at policy and institutional levels. They included provision of improved Korean language programs, training for immigrant women's husbands, in-depth consulting services for couples considering divorce, job opportunities and training courses for immigrant women, welfare benefits for multi-cultural one parent families, alternative schools and other social networks for children from multi-cultural one parent families, and consistent nation-wide policies at a policy level, and provision of legal assistance in their obtaining their new nationality and regulation of potential wrong practices of international marriage brokers at an institutional level.
