영문 초록

Recently, Political arena try to find a solution to problems of the present political situation that the Korean Assembly cannot fulfil it's function through new electoral system. By a member of a nation observing operation process of the assembly for long, Ruling and Opposition Parties leads to collapse because of sticking to one's opinion. Another, when the member of the assembly deliberate budget, the member of the assembly don't consider the fiscal soundness of national budget and wholly try to allocate one's local constituencies as if a development of one's constituencies is the national development. Therefore, I mistake the member of assembly for the member of local assembly. Also one of evil practices in our political arena is getting elected the nearly all candidate of specific party in specific area. Another, one of principal function of the assembly is the proposal, deliberation and resolution of bills. When observing deliberation of bills, the members of assembly often role paly a yesman following their party's line, not role play expert in stand of benefit of the whole nation. Therefore, this paper try to find a solution to problems of the present political situation and I try to fulfil it's function through new electoral system. In order to solve abovementioned problems, first, I give careful consideration to suitable electoral systems to secure the representation for the whole nation by considering a single-member constituency, a medium constituency and a proposal representation constituency. Second, even if it had been selected the electoral system that is secured the representation of the whole nation by the members of the national assembly, in case the members of the national assembly through the election faithful to constitutional ideas that must to held an vote-result-value equal election, lack in proper ability, we cannot prevent evil practices that abovementioned described. Therefore, we have to elected the members of the national assembly that role properly play the nature function of the national assembly that do a proposal, a deliberation and a resolution of bills. So I want to refer the process election that people can evaluate candidate's quality that can properly doing function of the assembly.
