兩岸관계의 특수성이 한반도 통일에 주는 정책적 함의

국문 초록

한국과 중국이 각각 1948년과 1949년에 분단 된 이래 65여 년의 세월이 흘렀다. 분단 이후 남한과 대만은 자본주의의 길로, 북한과 중국은 공산화의 길을 선택하면서 지금까지도 이념적 평행선을 이어가고 있다. 하지만 현 시점에서 양안과 남북한의 상호관계와 정치ㆍ경제적 지형은 판이하게 다르다. 남북한 관계와는 달리 양안관계는 경제적 분야에 있어서 상당한 진척을 이룬 반면, 남북한 관계는 이 문제마저도 2010년 천안함 폭침과 연평도 포격도발 사건으로 인한 5ㆍ24 조치 등으로 냉각기가 지속되고 있는 실정이다. 따라서 본 논문에서는 양안이 서로의 입장 차이와 정치적인 간극을 줄이기 위해 어떠한 노력을 해왔는지 특수성을 분석하여, 한반도 통일에 주는 함의를 연구 하였다. 정책적 함의로는 통일을 위해서는 대등한 교섭조건이 필요하고, 교류활성화를 위한 해외교포 적극 활용과 민족적 일체감 확립 및 정치적 교류가 없는 기능주의적 통합이론에만 편중한 정경분리정책을 극복해야 한다는 등의 당위성을 찾을 수 있었다.

영문 초록

About 65 years has passed since Korea and China were divided in 1948 and 1949 respectively. After the division, nations remain apart on the ideological stances as South Korea and Taiwan chose capitalism, while North Korean and China chose communization. However, in current stand point, there is a clear difference in the mutual relationships between Cross-straits and South-North Korea and political/economical configurations. Unlike the South and North relationships, Cross-strait relationship has made substantial achievement, yet the relationship between South and North Korea is in continued cooling-off period after the sinking of Cheon-An in 2010 and political measure of 5.24 after shelling of Yeonpyeong Island. Therefore, this report researched the implication to unification of Korean Peninsula through analyzing distinct characteristics on how Cross-strait nations gave efforts to close a gap between their standpoints and political differences. For the implications in policy, it was justified that equivalent negotiation conditions are necessary, Korean residents in overseas have to be utilized for vitalization of exchanges, national sense of unity should be established, and separation policy in politico-economics overly emphasizing unified theory in functionalism without any political exchanges has to be conquered in order for the unification.
