국문 초록

경제 발전에 따른 환경오염은 환경규제에 대한 필요성을 불러일으켰다. 그러나 많은 정부는 환경규제가 경제운영에 부담으로 작용한다는 인식으로 인해 규제의 강도를 경제수준에 걸맞게 조정하기를 원한다. 반면에 Porter(1995)는 환경규제로 인해 경제에 대한 부담이 반드시 가중되는 것은 아니며 오히려 경제에 새로운 활력으로 작용할 수 있다는 가설을 제기하였다. 이러한 그의 가설은 여러 가지 실례의 제시와 더불어 설득력이 있어 보이나 경제모형에 바탕을 둔 수리적 이론의 탐구가 필요하였다. 본 연구는 환경규제가 기업의 노동수요에 미치는 영향을 단기적인 입장에서 살펴보았다. 이 연구를 통해 오염처리기술이 전통적인 생산기술에 영항을 미치는 정도가 환경규제로 인한 경제계의 부담, 특히 노동수요의 관점에서 평가한 부담여부를 결정하는 주요 요소임을 제시할 수 있었다.

영문 초록

While pollution with economic development alerts every governments to regulate the economic activities, many of governments want to harmonize the level of regulation with the on going economic circumstances, because they worry about the burden of regulation on the economy. But Porter(1995) insists that it is not necessary that the regulation always brings heavy burden to the economy. It, on the contrary, can provide new incentives to boom the economy with new technological developments. It seems that his hypothesis is supported with many case studies, but still there is no enough economic models to explain his arguments with rigorous one. This research studies about the condition under which the environment regulation can affect the labor demand positively with rigorous economic model. From this study. we argue that the relationship between traditional production technology and environmental protection technology is important to work Porter’s hypothesis.
