At 12th may, 2007, Golden Rose(South Korea) ship and Zhin Sung(China) ship which are a commercial vessel had been in collision off 28 nautical miles south east of Bohai Bay, China. After the collision of ships, Zhin Sung(China) ship had departed without any aids and Golden Rose(South Korea) ship was sunk and 16 peoples on board were perished. The weather at the time of the incident was reported as 300m visibility in fog.
For the prevent accidents of collision of ships, International Maritime Organization had established several rules, International Convention for the safety of Life at Sea, 1974(SOLAS), Convention on the International Regulation for Prevention Collision at Sea(COREG),’ International convention on Standards of Training, Certification and Watchkeeping for Seasafes, 1978(STCW), International Convention on Maritime Search and Rescue, 1979(SAR).
In this accident of collision of ships, responsibilities of Zhin Sung(China) ship are as bellows;
First, who did not follow International Regulations for Prevention Collision at Sea.
Second, Zhin Sung(China) breached the duty of aids and rescue of damaged ship, Golden Roes(S. Korea).
Third, Zhin Sung(China) breached the duty of prompt notice of the accident to the nearest coastal authorities.
Forth, a gross tonage of the Golden Rose(South Korea) ship was 3,849t and loaded iron-coil 5,900t, this overload may be out of the International convention on Standards of Training, Certificarion and Watchkeeping for Seafares, 1978(STCW).
