개방형 고등교육체제의 제도화 동인에 관한 비교연구

국문 초록

  이 연구는 개방대학이나 원격대학 등과 같은 개방형 고등교육체제가 범세계적으로 제도화되는 동인(driving force)을 밝히고자 하였다. 이를 위해 자료입수가 가능한 188개 국가를 대상으로 1948년부터 2005년까지의 횡단적ㆍ시계열적 자료를 취합하여 기능주의, 지위경쟁론, 신자유주의, 사회학적 제도주의의 네 관점에서 비교연구(cross-national analysis)를 시도하였다.
  연구결과 개방형 고등교육체제는 개별국가의 특유한 상황적 조건과는 상관없이 범세계적으로 확산되고 있으며, 그 핵심 동인은 국가 내외의 기능적 필요 못지않게 개별행위자의 의식구조 속에 당연한 것으로 인지되고 있는 문화 이데올로기에 대한 믿음이 반영된 것임을 보여주었다. 이는 개방형 고등교육체제가 세계정치문화체제(world polity)라는 초국가적 문화 환경 속에서 정당화되어진 보편적 문화 이데올로기들, 특히‘평생학습사회의 구현’과 같은 교육담론들을 반영하는 제도적 산물로 수용되어 범세계적으로 동형적인 모습을 띠며 확산되고 있음을 시사한다.

영문 초록

  The purpose of this study is to investigate the driving force of the global institutionalization of the open higher education system(OHES). A comparative study was carried out based on four theoretical perspectives, which were functionalism, status conflict theory, neoliberalism, and sociological institutionalism, analysing crossnational historical data of 188 countries from 1948 until 2005.
  The result shows that OHES has expanded and institutionalized at a global level largely independent of countryspecific conditions. And the institutionalization of OHES can be understood as a cultural and ideological project mostly driven by educational discourse and ideology in the modern world polity. The institutionalist perspective claiming the ‘ideological constructed needs’ affected by educational discourse in the world society has more persuasive than the conventional ones in the sociology of education based on the ‘real needs’ by functional utility.
  It suggests that the institutionalization of OHES is a worldwide phenomenon legitimated in the transnational cultural environments reflecting universalistic educational rationales and ideologies, especially lifelong education discourse such as “lifelong learning society”.
