영문 초록

Is there a relation between the government system and the state competitiveness? There are some who say that the government system is very important to the state competitiveness. They request the revision of the Constitution from the presidential system to the parlimentary government system. They criticise the deficiency of the presidential system of the Korean Constitution, the concentration of the power, the winner-takes-all system of the election, the single-term system for the presidency. They say that it weakens the state competitiveness. But I think that even though the concept of state competitiveness can explain all but has little content. Though there is a tendency of state competitiveness and the concept of state competitiveness seems important, it has little relation with the government system. To improve the state competitiveness, we don't need to revise th Constitution, but it is the question of practice of the constitution. Though the presidential system has some deficiency of the concentration of powers, the parlimentary government system doesn't guarantee the successful distribution of powers. A party in which a leader controls the party, iis expected tot operate the parlimentary government system in such manner. Only the democratic administration of the party can guarantee the success the parlimentary government system.
