반테러 담론 생산과 대테러 체제 구축: 이집트 사례를 중심으로

as the growing strength of islamist groups has been interpreted as a serious threat to many middle eastern states, each regime has taken various measures to contain the internal challenge ranging from physical crackdowns, ideological propaganda, and less frequently, partial accommodation. however, since the 1980s, many middle eastern regimes have showed a somewhat distict anti-islamist policy. the anti-inslamist discourses of narratives have gone beyond the boundary of domestic politics and have actively mobilized regional and international public opinion to build an anti-terrorism mechanism. in particular, egypt has been playing a central role in this expansion of anti-islamist policy. participating and organizing regional or international anti-terrorism gatherings and conferences, the mubarak regime has made a great effort to manufacture a regional and international anti-terrorism consensus and to construct a trans-national anti-terrorism co-operative system. in this context, this paper is intended to examine the anti-islamist discourse production of the egyptian regime on regional and international levels. the first part of the paper will briefly review the theoretical framework to understand how the issues of islamist movements, national security, and globalization have been concocted into a symbolic representation of images and utilized a globalization trend to integrate the islamist activism and national security into regional of international dynamics. the second part of this study will analyse various symbolic narratives used by the egyptian regime in formulating external enemies and explore the regimes initiatives in creating regional and international mechamisms. the anti-islamist of anti-terrorist narratives and initiatives have been deliberately co-related to define islamism as an infiltrated phenomenon and to legitimize the consequent regimes containment of islamists inside and outside egypt.
