국문 초록

본 연구는 인구 감소와 고령화로 인한 지역소멸 위기에 대응하기 위한 주택정책의 유형을 체계화하고, 정책 결정에 영향을 미치는 요인을 도출하기 위해 델파이 분석을 시행하였다. 이를 위해 선행연구를 바탕으로 대분류, 중분류, 소분류의 정책 결정요인 체계를 구성하고, 전문가 패널을 통해 그 중요성과 우선순위를 분석하였다. 분석 결과, 대분류 상위 항목은 경제 및 일자리 기반 2위 정책 제도 및 재정 역량, 인구 및 사회구조로 확인되었다. 중분류의 대표적 상위 항목은 지역 공동체 및 안전성, 주거 및 공간환경, 인구 및 사회구조로 나타났다. 중분류 요인에 대한 분석 결과, 예산과 인력, 제도적 자원의 우선 배분 대상 등으로 나타났다. 주택정책은 단독으로 추진하기보다는 일자리 창출, 정주 유인, 재정 집행력 강화와 결합할 때 인구 유출을 완화하는 효과가 크다는 점에서, 공간환경 개선과 경제·인구정책을 패키지로 설계하는 것이 효과적인 것으로 밝혀졌다. 본 연구에서는 지역소멸 대응을 경제·일자리, 정책·제도 및 재정, 인구·사회적 요인, 주거·공간 활용, 공동체·안전 등의 요인으로 분해하여 다층적 타당도를 동시에 검증했다는 점에서 의미가 있는 연구 결과가 도출되었다. 결론에서는 기존의 단일 부문 중심의 기존 연구를 보완하여, 지역소멸 대응을 위한 복합 패키지로 작동하는 정책요인들을 도출하고 정책적 시사점을 제안하였다.

영문 초록

This study conducted a Delphi analysis to systematize housing policy types to address the regional extinction crisis caused by population decline and aging, and to identify factors influencing policy decisions. To achieve this, a system of policy decision factors was established, categorized into major, middle, and subcategories, based on prior research. The importance and priorities of these factors were analyzed through a panel of experts. The analysis revealed that the top categories within the major categories were economic and job-based policies, followed by institutional and fiscal capacity, and population and social structure. The top categories within the middle categories were local communities and safety, housing and spatial environment, and population and social structure. The analysis of these factors revealed that they are priorities for budget, human resources, and institutional resource allocation. Housing policies, when combined with job creation, residential incentives, and strengthened fiscal execution, are more effective in mitigating population outflow than policies implemented in isolation. Therefore, designing a package that combines spatial environment improvement with economic and population policies is more effective. This study produced meaningful results by simultaneously verifying multi-level validity by decomposing responses to regional extinction into factors such as economy and jobs, policy, system, and finance, demographic and social factors, housing and space utilization, and community and safety. In conclusion, complementing existing single-sector-focused research, we identified policy factors that function as a comprehensive package to address regional extinction and proposed policy implications.
