국문 초록

Urban construction in China has always adhered to the “people-centered” philosophy and has embarked on a new chapter of building “People's Cities” in the new era. Urban development since the founding of New China has laid a solid material foundation for the People's Cities in the new era, while contemporary urban practices, exemplified by Shanghai, represent the most vivid paradigm of this concept. This paper, grounded in Marxist urban theory, systematically reviews the evolution of urban construction in China: the production-functional urban development phase after 1949, the urban construction during the period of reform and opening-up and modernization, and the multi-dimensional urban development in the new era. It focuses on Shanghai's practice of building a “People's City,” highlighting its people-oriented development direction, governance logic with the people as the main body, and practice standards gauged by people's satisfaction. The conclusion asserts that in the theory of the People's City for the new era, the people-centric nature is its theoretical core, dialectical thinking embodies its spirit, and the coordinated development of multiple urban functions is its fundamental methodology.

영문 초록

我国城市建设始终遵循“以人为本”城市建设理念，在新时代开启了“人民城市”建设的新篇章。新中国成立以来的城市建设是新时代人民城市的坚实物质基础，同时新时代以上海为代表的城市实践是人民城市最生动的典范。本文以马克思主义城市理论为理论核心，系统梳理新中国成立以来生产功能型城市建设、改革开放和现代化建设时期的城市建设以及新时代三维城市建设，聚焦上海“人民城市”建设过程中以人民为中心的发展导向，以人民为主体的治理逻辑，以人民满意的实践标准。最终得出结论：新时代人民城市理论中人民性是其理论核心，辩证法思想是其灵魂所在，城市建设的多功能统筹是其根本方法。
