관계인구의 관계 발전 단계와 관광산업의 역할에 관한 탐색적 연구

국문 초록

지방소멸 문제에 대응하기 위하여 지방자치단체들은 지역에 체류형 관광생태계를 조성하여 관광자를 유입하고, 관광자를 관계인구로 전환하며, 정주인구를 확보하겠다는 의지를 보인다. 그러나 지금까지 관계인구가 어떠한 관계 발전과정을 거쳐 정주인구로 전환되는지, 즉 관계 발전 단계에 관한 연구는 부족한 실정이다. 이에 이 연구는 행정 정책(관계의 계단), 관광심리학(재미진화모형), 마케팅(관계 발전 과정)의 주요 이론을 비교⋅통합하고, ‘청년마을 만들기’, ㈜메이드인피플의 관계인구 유입 사업, 일본 ‘지역부흥협력대’ 등 실무 사례를 분석하여 관계인구를 정주인구로 전환하는데 기초가 될 관계 발전 단계를 제시하고자 하였다. 연구 결과, 관계의 발전 단계는 <관심-관계-기회-정착-와해>로 총 5개의 단계로 이루어지며, 각 단계에 맞는 관광산업의 역할과 지역사회 개입이 요구되는 것으로 나타났다. 이 연구는 그동안 정주 유도에 집중한 인구 정책의 한계를 살피고, 관계 발전 단계별 차별화된 전략의 필요성과 애프터케어를 포함한 전(全) 단계적 관계인구 정책의 필요성을 제시하였다. 또한 ‘와해’를 관계 발전 단계에 포함해 관계 종료의 가능성과 대응 방안의 필요성도 제안하였다.

영문 초록

To address the problem of regional depopulation, local governments have expressed their intention to establish a stay-type tourism ecosystem that attracts visitors, converts them into the “relational population,” and ultimately secures a settled population. However, little research has examined how the relational population transitions into a settled population through distinct stages of relationship development. This study proposes a model of relationship development stages by comparing and integrating theories from administrative policy (“Relationship Staircase”), tourism psychology (“Fun Evolution Model”), and marketing (“Relationship Development Process”), while analyzing practical cases, including the “Making Youth Village” initiative, the relational population inflow project of MadeinPeople Inc., and Japan’s “Chiiki Fukko Kyoryokutai” (Regional Revitalization Cooperation Volunteers). The findings demonstrate that relationship development consists of five stages—Awareness, Engagement, Opportunity, Settlement, and Dissolution—each requiring specific roles for the tourism industry and interventions by local communities. The study highlights limitations in policies that have focused only on settlement and stresses the need for differentiated strategies for each stage and for comprehensive, all-stage policies that include aftercare. By incorporating “Dissolution,” the model emphasizes the importance of acknowledging the possibility of relationship termination and preparing appropriate policy responses.
