국문 초록

본 연구는 공공갈등에서 이익갈등과 가치갈등이 각각 어떠한 사회적 비용을 초래하는지를 실증적으로 분석하고, 갈등 유형별 차이에 따른 정책적 시사점을 도출하고자 하였다. 단국대 학교 분쟁해결연구센터의 공공갈등 데이터베이스(1990~2022)를 활용하여 총 1,261건의 사례 를 분석한 결과, ‘이익 대 이익’ 갈등이 전체의 68%, ‘이익 대 가치’ 갈등은 22%, ‘가치 대 가치’ 갈등은 10%를 차지하였다. 사회갈등비용은 참여자 수, 갈등 지속일수, 최저시급, 법정 근로시간을 조합하여 산출하였으며, 일원분산분석 결과 갈등 유형 간 유의미한 차이가 나타났 다(F = 6.185, p < .05). 특히 ‘가치 대 가치’ 갈등은 평균 16.37조 원으로, 다른 유형보다 압도적으로 높은 비용을 유발하였다. 이는 가치갈등이 정체성, 도덕성, 사회적 신뢰 등 비경제 적 요소와 깊이 연관되어 있으며, 고비용·고복잡성의 특성을 지닌다는 점을 시사한다. 본 연구 는 갈등 유형별 차별적 거버넌스 설계, 갈등유형 코드화 및 비용예측체계 도입 등 정책적 대 응방안 마련의 필요성을 강조한다.

영문 초록

This study empirically analyzes how different types of public conflicts—namely interest-based and value-based conflicts—affect social costs, and derives policy implications based on their distinctions. Using a dataset of 1,261 public conflict cases (1990–2022) from the Dankook University Conflict Resolution Center, the study categorizes conflicts into interest-interest (68%), interest-value (22%), and value-value (10%) types. Social conflict costs were calculated based on number of participants, duration, minimum wage, and legal working hours. A one-way ANOVA revealed significant differences across conflict types (F = 6.185, p < .05), with value-value conflicts generating the highest average cost—KRW 1.637 trillion—far exceeding the others. These findings indicate that value conflicts, often tied to identity, morality, and social trust, tend to be high-cost and highly complex. The study underscores the need for differentiated governance structures, institutional codification of conflict types, and predictive budgeting mechanisms tailored to conflict characteristics.
