국문 초록

In the context of the digital age, the enhancement of governance capabilities for grassroots party and government leading cadres faces new challenges. By analyzing the transformation and innovation trends in the digital governance environment, a capability element system is constructed by this study. This system encompasses aspects such as digital thinking, technological application, crisis response, collaborative governance, and ethical risk prevention and control. Meanwhile, this study analyzes the constraining factors for capability enhancement and explores its development paths. The research reveals that the cultivation of digital thinking, technological application innovation, improvement of the institutional system, talent team building, establishment of a multi - element collaborative mechanism, and construction of an evaluation system are key points for enhancing the digital governance capabilities of grassroots cadres. Updating digital cognition, improving learning and application mechanisms, refining governance standards and norms, optimizing resource allocation, and fostering a multi - element participation ecosystem will effectively promote the modernization process of grassroots governance and enhance governance efficiency in the digital age.

영문 초록

在数智时代的大背景之下基层党政领导干部治理能力提升面临新挑战，通过分析数智治理环境变革与创新趋势来构建能力要素体系，此体系涵盖数智思维、技术应用、危机应对、协同治理及伦理风险防控等方面。同时剖析能力提升的制约因素并探索其发展路径，研究发现数智思维培育、技术应用创新、制度体系完善、人才队伍建设、多元协同机制及评估体系构建是提升基层干部数智治理能力的关键要点。加强数智化认知更新、健全学习应用机制、完善治理标准规范、优化资源配置、构建多元参与生态将有效推动基层治理现代化进程并提高数智时代治理效能。
