국문 초록

본 연구는, 저출산과 병력자원 감소라는 구조적 문제에 대응하기 위하여 논의 되고 있는 여성 병역제도의 정책적 대안을 모색하고자 한다. 이를 위해 여성 징병제와 여성 모병제에 관한 선행연구를 비교 분석하여 여성 징병제의 한계와 여성 모병제의 현실적 가능성을 평가했다. 또한, 해외의 주요 국가들의 여성 병역제도 운용 사례를 분석함으로써 우리나라에 적용 가능한 정책적 시사점을 도출하였으며 후속 연구의 지향점을 제언하였다. 연구 결과 여성 징병제는 사회적 공감대 부족, 군조직의 준비 미비 등의 이유로 단기적 도입에 한계가 명확한 반면, 여성 모병제는 여성 징병제보다 입대 인원 규모는 제한적이지만, 목표와 복무 의지가 있는 우수인력의 충분한 확보 가능성과 사회적 갈등 요소 완화 측면에서 상대적으로 실현 가능성이 높은 것으로 나타났다. 따라서 병력 부족 문제 해결과 군의 성평등 가치 실현을 위해 점진적인 여성 모병제 도입을 제언하며, 이를 위한 여성 인력 선발, 진급 등 운용에 대한 제도적 개선 및 여성 시설 확충과 사회적 인식개선 등 문화적 개선 과제를 제시하였다.

영문 초록

This study aims to explore policy alternatives for the introduction of a female military service system in response to structural challenges such as the declining birth rate and the reduction in available military manpower. To this end, previous domestic and international studies on female conscription and female volunteer systems were comparatively analyzed to evaluate the institutional and social limitations of female conscription and to assess the practical feasibility of the female volunteer system. In addition, the study examined the operational cases of female military service systems in major countries to derive policy implications applicable to South Korea and to suggest directions for future research. The results indicate that female conscription faces clear short-term limitations due to the lack of social consensus and the insufficient institutional and organizational readiness of the military. In contrast, although the scale of enlistment under a female volunteer system would be smaller than that of conscription, it is considered a more feasible alternative because it allows for the sufficient recruitment of highly motivated and qualified personnel and reduces potential social conflicts. Therefore, this study proposes the gradual introduction of a female volunteer military service system as a means to address manpower shortages and to promote gender equality within the armed forces. Furthermore, it suggests institutional improvements in the selection, promotion, and management of female personnel, as well as cultural measures such as the expansion of women’s facilities and the enhancement of public awareness.
