국문 초록

스마트 국방 시대는 인공지능, 빅데이터, 디지털 트윈 등 첨단기술과 사이버-물리 융합환경으로 특징지어지며, 전통적인 위계적·규율 중심 안전문화로는 복잡하고 예측 불가능한 위험에 효과적으로 대응하는 데 한계를 보이고 있다. 본 연구는 스마트 국방 환경에서 요구되는 안전행동 동기와 조직문화 발전 전략을 보호동기이론(PMT)과 자기결정성이론(SDT) 등 심리학적 이론과 국내외 정책사례 분석을 통해 국방 안전행동 동기 요인 분석과 조직문화 발전 전략을 제시하였다. 미국 다영역 작전(MDO)과 AI 기반 위험인식 시스템, NATO 스마트 디펜스 이니셔티브, 일본 사이버 방위체계 등 주요 선진국 사례 분석을 통해 기술 기반 모니터링, 데이터 기반 의사결정, 인간-기계 협력이 스마트 국방 안전행동의 주요 결정요소로 작용함을 확인하였다. 또한 다국적 연합작전과 메타조직적 협력 환경에서는 개방적 정보공유와 표준화된 안전문화 조율이 필수적임을 도출하였다. 스마트 국방은 첨단기술 도입뿐만 아니라 구성원의 자율적 동기, 심리적 안전감, 참여적 리더십이 중요하다. 정책적 발전방향은 교육·훈련 디지털화, 안전행동 보상제도 개선, 실시간 위험 커뮤니케이션 강화를 제시하였으며, 조직문화 측면에서는 학습·참여형 구조 전환, 세대·분야 간 협력 촉진, AI 기반 안전관리와 디지털 트윈 훈련의 제도적 통합을 구체적으로 제안하였다. 본 연구는 안전문화 연구 적용범위를 군사·국방 영역으로 확장하고, 기술적 변화와 인간 중심적 행동 연구를 접목하여 국방 안전정책의 새로운 패러다임을 제시한다는 점에서 의의가 있다.

영문 초록

The era of smart defense is marked by advanced technologies such as AI, big data, and digital twins, creating cyber-physical convergence environments. Traditional hierarchical and rule-based safety cultures are limited in addressing complex, unpredictable risks. This study analyzes key motivational factors for safety behavior and strategies for developing organizational culture in smart defense using Protection Motivation Theory (PMT), Self-Determination Theory (SDT), and domestic/international policy cases. Case studies of the US (Multi-Domain Operations, AI risk recognition), NATO (Smart Defense Initiative), and Japan (cyber defense) reveal that tech-based monitoring, data-driven decision-making, and human-machine collaboration are crucial determinants of smart defense safety behavior. The importance of open information sharing and standardized safety culture in multinational and meta-organizational cooperation was also identified. Smart defense not only requires state-of-the-art technology but also autonomous motivation, psychological safety, and participatory leadership. Policy recommendations include digital education, enhanced safety incentives, and real-time risk communication, along with proposals for learning-participatory organizational structures, intergenerational and interdisciplinary cooperation, and integration of AI-based safety management and digital twin training. This research broadens the scope of safety culture studies to military-defense, offering a new paradigm by merging technological change with human-centered behavioral research in defense policy.
