국문 초록

국내 범죄 통계는 최근 몇 년간 범죄율이 꾸준히 감소하고 있음을 보여주지만, 이러한 감소가 시민들의 범죄두려움 완화로 이어지지는 않았다. 이러한 배경에서 공공기관에서는 범죄의 예방과 범죄두려움 완화를 위해 CCTV와 같은 도구를 설치하는 전략을 시도하였다. 본 연구의 목적은 CCTV 설치가 범죄두려움에 미치는 영향을 체계적으로 검토하고, 그 효과가 어떠한 맥락적 요인에 따라 달라지는지를 분석하는 데 있다. 이를 위해 2005년부터 2025년까지 발표된 학술논문을 대상으로 PRISMA 모델을 이용하여 국내외 주요 데이터베이스를 통해 최종적으로 15편의 문헌을 선별하였다. 연구결과, CCTV가 범죄두려움을 감소시키는 긍정적 효과를 보고한 연구들이 다수 존재했으나, 일부에서는 효과가 미미하거나 오히려 두려움이 증가하는 부정적 결과가 확인되었다. 이러한 불일치는 범죄두려움 측정 방식의 차이, 연구지역의 환경적 특성, CCTV 운영 방식의 차이 등에서 기인하는 것으로 나타났으며, 특히 특정 상황이나 장소에 국한된 범죄두려움은 일관된 저감효과를 보인 반면 일반적 범죄두려움은 효과의 부호가 엇갈렸다. 전반적으로, 본 연구는 CCTV의 효과가 혼재적임을 보여준다. 국내에서 CCTV와 범죄 두려움의 관계를 다룬 첫 체계적 문헌 검토로서, 본 연구는 양자 간 관계를 확인하는 것과 동시에 기존 연구의 한계를 도출하여 향후 연구 방향을 제시하는 것을 목표로 한다.

영문 초록

Official crime statistics in South Korea indicate a steady decline in crime rates in recent years, yet this trend has not translated into reduced fear of crime among citizens. From this context, public agencies have used strategies such as CCTV to prevent crime and reduce fear of crime. The purpose of this study is to systematically review empirical research examining the impact of CCTV on fear of crime and to analyze the contextual factors that shape its effectiveness. Using the PRISMA framework, 15 peer-reviewed studies published between 2005 and 2025 were identified through major domestic and international databases. The results reveal that while several studies report a reduction in fear of crime associated with CCTV installation, others indicate negligible effects or even increases in fear. These inconsistencies are linked to differences in measurement strategies, environmental and regional conditions, and operational features of CCTV systems. In particular, specific or situational fears tend to show consistent reductions, whereas general fear of crime demonstrates mixed outcomes. Overall, this review highlights the mixed effectiveness of CCTV. As the first sytematic review on the relationship between CCTV and Fear of crime in South Korea, this study aims to enhance the understanding of the relationship while highlighting gaps and limitations in the existing literature to guide future research.
