해운중개업 육성을 위한 세제지원 필요성과 과제 - 북극항로 개척 및 해양수산부와 HMM의 부산이전과 관련하여

국문 초록

2030년으로 예상되는 북극항로 시대의 시작은 우리나라에게 경제적·지정학적으로 새로운 기회로 평가된다. 정부도 새로운 성장 동력으로 북극항로를 개발하기 위해 해양수산부와 HMM의 조속한 부산 이전을 준비 중이다. 북극해의 천연자원과 여수·광양의 석유화학 및 제철산업, 울산·거제의 조선업 등에 특화된 항만 시설을 활용하면 새로운 물류의 중심축을 싱가포르에서 우리나라로 옮길 수 있는 절호의 기회이다. 이를 위해 해상운송 및 조선업의 발전과 연계하여 글로벌 해운업계에 대응하기 위한 정책 지원이 필요한 시점이다. 해운업 및 해양산업의 성장에서 그 중개역할을 하는 해운중개업은 해상화물 운송을 중개하고, 선박의 대여와 매매를 주된 사업으로 하는 업종이므로 해운과 조선업 모두에서 핵심적인 기능을 담당하고 있다. 그러나 국내 해운중개업은 세계시장에서 아직 그 영세성에서 벗어나지 못하고 있으며, 수도권 기업의 지방이전이나 영세율 적용에 대한 세제혜택에서 조차 차별받고 있다. 향후 우리나라 산업의 신성장 동력으로 해운중개업을 성장시키기 위해서는 연구개발 및 투자에 전폭적인 세제지원과 더불어 국내 대형 해운사와 조선사와의 협력을 증대시킬 수 있도록 조세특례제도를 정비해야 한다. 또한, 지방의 정주인구를 확대하기 위해서는 지방이전에 대한 세제혜택을 기업에게만 한정할 것이 아니라 정부기관 및 기업의 근무자 가족들에게도 돌아갈 수 있도록 개선이 필요하다.

영문 초록

The beginning of the Arctic route era, which is expected to be in 2030, is evaluated as a new economic and geopolitical opportunity. The government is also preparing for the early relocation of HMM with the Ministry of Oceans and Fisheries to Busan to develop Arctic routes as a new growth engine. It is a great opportunity to shift the central axis of new logistics from Singapore to Korea by utilizing natural resources in the Arctic Ocean, petrochemical and steel industries in Yeosu and Gwangyang, and port facilities specialized in shipbuilding in Geoje. To this end, it is time to provide policy support to respond to the global shipping industry in connection with the development of maritime transport and shipbuilding. The shipping brokerage business, which plays a role as an intermediary in the growth of the shipping and marine industries, plays a key role in both the shipping and shipbuilding industries because it mediates the transportation of marine cargo and the main business is the rental and sale of ships. However the domestic shipping brokerage business has not yet escaped its smallness in the global market, and is discriminated against even in tax benefits for the relocation of companies in the metropolitan area. In order to grow the shipping brokerage industry as a new growth engine for Korea's industry in the future, it is necessary to reorganize the tax special system to increase cooperation between large domestic shipping companies and shipbuilders along with full tax support for R&D and investment. In addition, in order to expand the local resident population, tax benefits for local relocation need to be improved not only to companies, but also to go to government agencies and family members of companies living together.
