국문 초록

이 연구는 대도시 소방본부장의 임명제도를 통해 이 제도가 예산 및 인력 확보와 같은 소방 조직 운영에 미치는 영향을 분석하였다. 이를 위해 도쿄소방청장의 임명제도와 함께 뉴욕소방본부장, 서울소방본부장의 임명제도를 비교 분석하였으며, 각 도시의 소방예산 및 인력 관련 통계자료를 활용하여 설명하였다. 연구 결과, 도쿄소방청장의 임명제도는 관료적 안정성과 전문성을 강조하는 것으로, 이는 안정적인 예산 운영과 예측 가능한 자원배분으로 이어지는 경향을 보였다. 반면, 뉴욕소방본부장의 임명제도는 정치적 책임성과 대중의 요구에 대한 반응성을 강조하며, 이는 예산확보 및 사업 추진의 역동성을 높이는 경향으로 나타났다. 서울소방본부장의 임명제도는 중앙정부의 통제하에 이뤄지는 특수한 형태의 것으로, 지방자치 원칙과의 괴리 및 소방예산 확보의 어려움 등 문제점이 예상됨을 제시하였다. 또한, 이러한 분석 결과를 바탕으로, 한국 소방본부장 임명제도의 개선방안을 제시하고, 향후 연구방향을 제언하였다.

영문 초록

This study analyzes the appointment system of fire chiefs in large cities and its impact on fire organization operations, such as budget and staffing. For this purpose, the appointment system of the Tokyo Fire Commissioner was compared with the appointment system of the New York Fire Department and the Seoul Fire Department, and the analysis was conducted using statistics on fire budgets and personnel in each city. The results showed that the Tokyo Fire Chief's appointment system emphasizes bureaucratic stability and professionalism, which tends to lead to stable budget management and predictable resource allocation. The appointment system of Seoul's fire chief is a special form of centralized control, and problems such as inconsistency with the principle of local autonomy and difficulties in securing fire budgets were expected. Based on the results of this analysis, this study suggests ways to improve the appointment system of fire chiefs in Korea and recommends future research directions.
