국문 초록

본 연구는 탈냉전기 북한과의 핵협상 과정에서 핵무기관과 관계 인식에 따라 나타난 미국의 협상 유형을 분석한다. 비핵화(denuclearization)란 핵무기는 군사적·정치적으로 사용되어서는 안 된다는 인식에 기반하여, 핵무기와 관련된 모든 기술, 물질, 시설은 물론, 핵무기 사용을 전제로 한 군사적 사고까지 제거하는 군축의 과정을 의미한다. 따라서 비핵화 협상에 임하는 국가는 상호 간의 핵무기 해체를 통해 안보를 증진하는 것을 목표로 해야 한다. 반면에 핵비확산(nuclear nonproliferation) 협상이란 핵무기의 군사적 효용성을 인정하는 재래식 핵무기관(conventional nuclear attitude)을 지닌 핵보유국이 비핵국가의 핵무기 보유 시도를 저지하기 위해 수행하는 협상으로 규정할 수 있다. 탈냉전 초기 북한의 비핵화를 목표로 시작된 미국의 대북 핵협상은 국제정치가 점차 핵화(nuclearization)됨에 따라 점점 더 일방적이고 강압적인 핵비확산 협상의 성격을 띠게 되었다.

영문 초록

This study examines the typology of U.S. nuclear negotiations with North Korea in the post–Cold War era, with particular attention to the variables of nuclear weapons attitude and perceptions of bilateral relations. Denuclearization is understood as a disarmament process grounded in the normative belief that nuclear weapons should neither be used nor retained for military or political purposes. States engaging in denuclearization negotiations thus aim to enhance mutual security through reciprocal nuclear disarmament. In contrast, nuclear nonproliferation negotiations are pursued by nuclear-armed states that adopt a conventional nuclear attitude—recognizing the military utility of nuclear weapons—and aim to prevent non-nuclear states from acquiring such weapons. Although U.S. nuclear diplomacy with North Korea was initially launched to advance denuclearization in the early post–Cold War period, these efforts have increasingly taken the form of unilateral and coercive nonproliferation negotiations as international politics have become progressively nuclearized.
