류성룡의 경세관과 구국책 - 경제정책평가를 중심으로

국문 초록

본 논문은 당시 시대적 환경하에서 류성룡이 제안한 경세관과 구국책을 대상으로 오늘날의 경제정책과 비교시 얻을 수 있는 시사점을 이론적 부문과 연계하여 재조명하였다. 또한 정책형성과정에서 나타나는 류성룡의 탁월한 경세관의 실행과정, 그리고 현대 경제정책에서 차지하는 의미를 조세개혁, 무역활성화, 그리고 시장구조안정 구국책 관점에서 상세하게 기술하였다. 류성룡의구국책은 류성룡에 부여된 시대적 과제를 통해서 형성된 정책이라고 볼 수 있다. 또한 전시상황에서 전시대책의 기초였던 군량확보를 우선시하고 인화를 근본으로 삼는 민심안정과 구제에 초점을 둔 구국책임을 알 수 있다. 애덤 스미스의 ‘국부론’에서 기술된 경제에 대한 다양한 개념보다 약 200여년 전에 개인과 기업, 그리고 국가(정부)의 역할에 대한 다양한 이론적 틀이 이미 류성룡의 경세관과 구국책에 담겨 있다는 것은 괄목할 만한 시사점이다. 국가가 경제를 일방적으로 주도하던 때를 감안하면, 시장구조에 대한 본질적인이해를 통해 민간의 실질적인 참여를 유도함으로써 국부의 창출이 가능하다고생각한 그의 경세관은 의미하는 바가 매우 크다. 당시 방만하고 비효율적으로 관리되어진 재정운용의 기본적 구조와 틀을 이해하고 조세개혁을 통한 충분한 재정을 관리하였다는 것도 재정원칙을 중시하는 그의 경세관이 얼마나 중요한지를 보여주는 것이라고 할 수 있다. 무엇보다도, 중국과의 교역을 통한 무역활성화 정책은 당시 이론적으로 전무했던 ‘비교우위이론’ 개념을 이용한 국가간 무역이익이 발생할 수 있다는 것을 구체적으로 인지하고 추진하였다는 면에서 오늘날 무역정책에 대한 운영체계에 시사하는 바가 크다.

영문 초록

This article illuminates Ryu Seong-ryong's statecraft idea and crisis management with a view to interpreting its implications for economic policies today. This article studies Ryu Seong-ryong’s statecraft policies as w ell as his methods of crisis management with a view to interpreting their implications for the economic policies of the present-day. It is noteworthy that Ryu Seong-ryong's method of crisis management had already emphasized the roles of the individuals, corporations, and the state (government), roughly 200 years before Adam Smith developed the various concepts of the economy in The Wealth of Nations. Given the limitations of the Joseon state, when the government unilaterally led the economy, Ryu Seong-ryong’s economic strategy of creating national wealth by incentivizing private actors to participate in the market seems strikingly advanced. In summary, this article argues that Ryu’s financial management skills and principles can add to our understanding of tax management today. In addition, Ryu’s plan to revitalize trade through Joseon’s network with China is resonant with the theory of comparative advantage, which has far-reaching implications for those who are interested in the management of trade policies today.
