탄소배출 주요국의 R&D 및 산업 기반 요인이 탄소배출에 미치는 영향에 관한 실증분석

국문 초록

본 연구는 탄소배출 주요 10개국과 한국, EU연합(27개국)을 대상으로 연구개발 과 산업 기반 관련 요인이 탄소배출에 미치는 영향을 규명하고자 하였다. 연구의 기간은 교토의정서 이후와(1997-2023) 파리협정 이후로 (2015-2023) 나누어 영향력을 분석하였다. 자료는 글로벌 탄소 예산(Global Carbon Budget)과 세계은행(World Bank)을 통해 확보하였으며, 패널회귀분석(Panel Regession)을 통해 분석을 수행하였다. 패널회귀 분석 결과, 고등교육 노동력은 유의한 영향이 없었으며, 연구인력은 파리협정 이후 탄소배출을 증가시키는 요인으로 나타났다. R&D 비용은 통계적으로 유의하지 않았으나 음(-)의 계수를 보여 중·장기적인 탄소배출량 감소 가능성을 시사하였다. 산업 기반 중 기계 및 운송장비 비중은 유의하지 않았으나, 전체 산업 비중은 두 시기 모두 탄소배출을 증가시키는 유의한 변수로 분석되었다. 정책적 시사점으로는 연구인력의 탄소배출량 감소와 부합하는 질적 전환, R&D 비용의 지속적 지원, 에너지 효율 산업 구조로의 산업 편성을 제시하였다.

영문 초록

Purpose : This study analyzes the effects of R&D capabilities and industrial structure on carbon emissions in 10 major emitting countries, Korea, and the EU. Research design, data and methodology : Panel data from 1997 to 2023 were collected from the Global Carbon Budget and the World Bank. The analysis was conducted separately for the post-Kyoto Protocol and post-Paris Agreement periods using panel regression. Results : Researchers were found to increase emissions in the post-Paris period. R&D expenditure showed a negative but insignificant effect, implying potential for long-term emission reduction. Industrial share significantly increased carbon emissions in both periods. Conclusions : The study suggests qualitative improvement in R&D labor, sustained R&D investment, and transition toward energy-efficient industries to mitigate emissions.
