기초지방자치단체의 여성 고용친화조례 도입 요인에 관한 연구

국문 초록

지방소멸과 인구위기의 시대, 여성이 머무를 수 있는 도시는 곧 여성이 일할 수 있는 제도적 기반에서 시작된다. 본 연구는 기초지방자치단체의 여성 고용친화조례 도입과 조례 제정 경과 연수에 영향을 미치는 요인을 실증적으로 분석하는 데 목적을 두었다. 이를 위해 2022년부터 2024년까지 전국 226개 기초지방자치단체의 패널 데이터를 구축하고, 합리적 선택 제도주의와 사회학적 제도주의 이론을 분석틀로 설정하였다. 주요 독립변수로는 정책 수요(여성 인구 및 노동참여 관련 지표), 모방적 압력, 규범적 압력을 포함하였다. 분석 결과, 조례 도입 여부는 동일 광역지자체 내에서 조례를 이미 도입한 기초지자체의 비율에 유의한 영향을 받았으며, 조례 제정 경과 연수는 여성 인구 비율과 더불어 동일 광역단위 및 유사 자치단체 유형 내 조례 도입률과도 정(+)의 관계를 나타냈다. 반면 노동참여 요인과 규범적 압력은 통계적으로 유의한 영향을 미치지 않았다. 본 연구는 여성 고용친화 조례와 같은 제도적 기반의 확산과 정책의 조기 도입을 위해 고려되어야 할 주요 특성을 실증적으로 제시하였다. 이를 통해 지역 간 조례 도입 격차를 줄이고, 여성 인력 활용 확대를 위한 후속 연구와 정책 설계의 토대를 마련하고자 한다.

영문 초록

In the era of local extinction and population crisis, the city where women can stay begins with the institutional foundation on which women can work. The purpose of this study was to empirically analyze the factors affecting the introduction of women's employment-friendly ordinances by local governments and Years since enactment of the ordinances. To this end, panel data of 226 local governments nationwide were constructed from 2022 to 2024, and rational choice institutionalism and sociological institutionalism were set as analysis frameworks. Major independent variables included policy demand(indicators related to female population and labor participation), imitative pressure, and normative pressure. As a result of the analysis, the introduction of ordinances was significantly affected by the proportion of local governments that have already introduced ordinances within the same metropolitan area, and Years since enactment of the ordinance was positive (+) with the ratio of the female population. On the other hand, labor participation factors and normative pressure did not have a statistically significant effect. This study empirically presented the main characteristics to be considered for the spread of institutional foundations such as women's employment-friendly ordinances and early introduction of policies. Through this, we intend to narrow the gap in the introduction of ordinances between regions and lay the foundation for follow-up research and policy design to expand the use of female workers.
