국문 초록

정부는 2022년 12월 발표된 교육과정에서 “자유민주주의에 기초한 대한민국 정부수립과정을 탐색한다.”고 되어 있다. 여기에 대해서 일부학자들은 해방 직후 자유민주주의라는 용어를 사용하지 않았기 때문에 이런 정부의 주장은 잘못되었다고 주장하였다. 모스크바외상회담은 한반도에 “민주적인 원칙에 근거해서 임시민주주의적인 독립정부를 세운다”고 결정하였다. 하지만 미국과 소련은 민주주의가 무엇인지에 대해서 정의하지 않았다. 소련은 진정한 민주주의는 노동자와 농민의 복지를 보장하는 정치제도이며, 이것은 토지개혁을 통해서 나타난다고 주장하며, 이것을 진보적 민주주의라고 불렀다. 미국은 진정한 민주주의는 다수의 결정을 존중하되, 소수의 표현의 자유를 보장하는 것이라고 보았으며, 이것을 서구식 민주주의라고 불렀다. 결국 미국과 소련은 민주주의의 정의에 대한 합의를 보지 못했고, 미소공의회는 결렬되었다. 이승만은 귀국 직후 박헌영과의 민주주의 논쟁에서 미국식 민주주의를 지지한다고 밝혔지만 공산주의에도 약간의 장점은 있다고 밝혔다. 이런 이승만의 주장은 당시의 여론조사와도 일치한다. 1946년 여름 실시된 어떤 형태의 민주주의를 좋아하는가 라는 여론조사에 의하면 소련식이 11%, 미국식이 37%, 혼합식이 34%로 나타나 대부분의 한국인들은 공산주의를 싫어하고, 미국식의 민주주의에 약간 사회주의적인 요소를 첨가한 형태의 민주주의를 선호하는 것으로 나타났다. 이것은 대한민국 헌법에 그대로 반영되어 있다.

영문 초록

In the curriculum announced in December 2022, the government said, “We explore the process of establishing the government of the Republic of Korea based on liberal democracy.” In this regard, some scholars argued that the government's argument was wrong because it did not use the term liberal democracy immediately after liberation. The Moscow Foreign Ministers' Meeting decided to establish “a provisional democratic independent government based on democratic principles” on the Korean Peninsula. However, the United States and the Soviet Union did not define what democracy is. The Soviet Union claimed that true democracy is a political system that guarantees the welfare of workers and farmers, and called it progressive democracy, which manifests itself through land reform. The United States viewed true democracy as respecting the decisions of the majority, but guaranteeing the freedom of expression of the few, and called it Western-style democracy. In the end, the United States and the Soviet Union failed to reach an agreement on the definition of democracy, and Joint Committee on the US and the USSR collapsed. Syngman Rhee stated in his democratic debate with Park Heon-young shortly after returning home that he supported American democracy, but he also said that communism had some advantages. Syngman Rhee's assertion is consistent with the polls at the time. According to a poll titled “Which form of democracy do you like?” conducted in the summer of 1946, 11 percent of Koreans preferred the Soviet Union style, 37 percent the American style, and 34 percent the mixed style, indicating that most Koreans dislike communism and prefer a form of democracy with a slightly socialist element to that of the American style. This is reflected in the Constitution of the Republic of Korea.
