국문 초록

지적은 토지의 면적, 가치, 소유권 등을 체계적으로 등록하며, 물리적 현황과 법적 권리관계를 관리하는 국가제도이다. 지적공부는 토지대장, 지적도 등 문서와 도면으로 나뉘어 필지 정보를 관리한다. 우리나라 지적데이터는 지적소관청이 제공하며, 여러 가지 형태로 구분하여 사용하고 있다. 토지대장, 지적도 등으로 필지 정보를 관리하는데 있어 지적측량준비파일, 지적측량성과파일, 측량파일로 나뉘어 토지이동업무를 지원하고 있다. 그러나 지적데이터 교환의 비효율성, 표준화 부족, 최신성 유지의 어려움 있으며, 지적측량수행자와 지적소관청 간 데이터 형식이 달라 업무 지연이 발생하는 문제를 야기하고 있다. 따라서 본 연구는 우리나라 지적데이터에서 지적측량준비파일과 지적측량성과파일의 텍스트 구조를 분석하고 이에 대한 문제점을 개선하고자 ISO19152(토지행정도메인모델)과 OGC LandInfra 표준 등을 참조해서 지적소관청과 지적측량 수행자 간 원활한 데이터 교환이 가능한 공간정보 표준기반으로 데이터모델을 제안하는 것이 목표이다.

영문 초록

The cadastral system is a national institution that systematically registers land area, value, ownership, and manages physical conditions and legal rights. Cadastral records are divided into documents and drawings, such as land registers and cadastral maps, to manage parcel information. In South Korea, cadastral data is provided by the cadastral authority and is utilized in various forms. To manage parcel information through land registers and cadastral maps, the data is categorized into cadastral survey preparation files, record organization files, and survey files to support land transfer operations. However, issues such as inefficiency in cadastral data exchange, lack of standardization, and difficulties in maintaining up-to-date data persist. Additionally, differences in data formats between cadastral surveyors and the cadastral authority cause delays in operations. Therefore, this study aims to analyze the text structure of cadastral survey preparation files and cadastral survey result files in South Korea’s cadastral data, address their issues, and propose a spatial information standard-based data model to enable seamless data exchange between the cadastral authority and surveyors, referencing standards such as ISO 19152 (Land Administration Domain Model) and OGC LandInfra.
