국문 초록

본 연구의 목적은 2019년부터 한국에서 시행되고 있는 규제샌드박스 제도 연구를 통해 규제가 완화된 정치경제적 배경과 그 주요 요인을 분석하는 것이다. 이 연구는 특히 역사적 제도주의 이론을 적용하여 제도 변화의 과정에서 나타난 내부의 정치적 동학에 주목하면서 핵심 정책 행위자들이 어떤 이념적 프레임을 강조하여 규제샌드박스 도입과 같은 제도 변화를 이끌어 냈는지 살펴보았다. 박근혜 정부에서 발의되었던 규제프리존법에 대해 강하게 반대하던 문재인 대통령은 집권 이후 입장을 전환하여 유사한 내용을 담고 있는 규제샌드박스를 적극적으로 추진하였다. 이러한 과정은 단순한 규제 완화 조치라기보다, 정책 행위자들 간의 이념 갈등과 정치적 조정이 복합적으로 작용하여 나타난 결과로 이해할 수 있다. 한국에서 규제샌드박스의 도입과 시행에는 먼저 전 세계적인 4차 산업혁명 담론의 확산과 국내 경기 침체와 같은 구조적 외부 충격이 제도 변화의 필요성과 정당성을 제공하였다. 또한 경제 관료들의 신자유주의적 이념의 확산과 내부 정책 담당자들의 실용주의적 전환 추구의 영향력이 작용함으로써 제도의 정착을 가능하게 하였다. 이와 더불어 청와대·경제부처·국회·여당·시민단체와 같은 다양한 행위자 간의 연합 형성과 정치적 절충도 중요한 역할을 하였다. 본 연구는 한국의 규제샌드박스 제도 도입의 배경에는 정치경제적인 과정과 이념적 갈등이 존재함을 보임으로써, 기존의 규제샌드박스 연구에 정치경제적 분석을 보완한다는 점에서 의의를 가진다.

영문 초록

The aim of this study is to analyze the political and economic background of deregulation, with a focus on the regulatory sandbox system, introduced in South Korea since 2019. In particular, by applying the framework of historical institutionalism, the study scrutinizes the internal political dynamics of institutional change and investigates how key policy actors employed particular ideological frames to drive the adoption of the regulatory sandbox. President Moon Jae-in, who had strongly opposed the Regulatory Free Zone Act proposed under the Park Geun-hye administration, reversed his stance after taking office and actively promoted the regulatory sandbox, which contained similar provisions. This shift should be understood not as a simple act of deregulation but as the outcome of complex interactions involving ideological conflict and political negotiation among policy actors. The adoption and implementation of the regulatory sandbox in Korea were shaped by structural external shocks, such as the global spread of the Fourth Industrial Revolution discourse and the domestic economic downturn, which provided both the necessity and legitimacy for institutional change. In addition, the spread of neoliberal ideas among economic bureaucrats and the pursuit of pragmatic adjustments by policymakers contributed to the institutionalization of the regulatory sandbox. Moreover, the formation of coalitions and political compromise among diverse actors—including the presidential office, economic ministries, the National Assembly, the ruling party, and civil society organizations—played a crucial role. By demonstrating that the adoption of the regulatory sandbox in Korea emerged through political and economic processes and ideological struggles, this study complements existing research by offering a political-economy perspective on research into the regulatory sandbox.
