국문 초록

본 연구는 교제폭력, 스토킹 등 관계성 범죄 피해자의 장기적 신변 안전을 확보하기 위해 도입된 고위험 범죄피해자 민간경호 지원사업의 운영 실태를 분석하고, 제도의 실효성을 높이기 위한 개선 방안을 제시하는 데 목적이 있다. 연구에서는 최근 발생한 대표적 교제폭력 사건의 사례 분석과 통계자료를 통해 현행 피해자 보호체계의 한계를 검토하고, 2023년 수도권 시범운영 및 2025년 전국 확대 이후의 운영 현황과 구조적 문제를 심층 분석하였다. 분석 결과, 기본 14일 중심의 단기 지원 구조로 인한 보호 공백, 대기업 중심의 공급 체계로 인한 지역 맞춤형 대응 부족, 경직된 위험평가 절차와 피해자 수용성 미스매치, 단년도 계약으로 인한 보호 연속성 저해 등이 핵심 한계로 확인되었다. 이에 대한 개선방안으로 권역별 컨소시엄 기반의 운영모델 도입, 지원 기간의 유연화와 위험평가의 다단계화, 피해자 주관적 위험 인식 반영, 다년계약을 통한 보호 지속성 강화, 부분 자부담제 도입 등 구체적 정책 대안을 제시하였다. 이러한 제안은 중앙의 표준화와 품질관리 기능, 지역 기반의 기동성과 생활권 이해를 결합해 피해자의 체감 안전, 신뢰, 지속성을 동시에 향상시키는 구조를 구축하는 것을 목표로 한다. 본 연구는 고위험 피해자 보호체계의 패러다임을 기존 범죄 유형 중심에서 생활권ㆍ환경 기반 맞춤형 대응으로 전환하는 전략적 근거를 제공하며, 향후 법ㆍ제도 개선과 경찰-민간 협력모델 설계에 실질적 시사점을 제시하고자 한다.

영문 초록

The purpose of this study is to analyze the operation status of the private security support project for high-risk crime victims introduced to ensure the long-term safety of relational crime victims such as social violence and stalking, and to suggest improvement measures to increase the effectiveness of the system. The study reviewed the limitations of the current victim protection system through case analysis and statistical data of representative social violence cases that have occurred recently, and analyzed the operational status and structural problems after the pilot operation of the metropolitan area in 2023 and the nationwide expansion in 2025. As a result of the analysis, key limitations were identified as the protection gap due to the basic 14-day short-term support structure, the lack of regional-specific responses due to the supply system centered on large corporations, the rigid risk assessment procedures and victim acceptance mismatches, and the impediment to the continuity of protection due to single-year contracts. As a way to improve this, concrete policy alternatives such as introducing an operation model based on regional consortiums, flexibility of support periods and multi-level risk assessment, reflection of victim subjective risk perception, strengthening protection continuity through multi-year contracts, and introducing a partial self-payment system. This proposal aims to build a structure that simultaneously improves the safety, trust, and persistence of victims by combining centralized standardization and quality control functions, region-based mobility, and understanding of the living area. This study provides a strategic basis for shifting the paradigm of the high-risk victim protection system from the existing crime type to a customized response based on the living area and environment, and presents practical implications for improving laws and systems and designing police-private cooperation models in the future.
