성인 독서율 하락에 따라 공공도서관은 핵심적인 문화 정책 수단으로 주목받고 있다. 그러나 그 사회적 중요성에 비해, 공공도서관 이용이 독서행태에 미치는 인과적 효과에 대한 실증 연구는 부족한 실정이다. 본 연구는 공공도서관 이용이 독서행태에 미치는 효과를 규명하고자, 국민독서실태조사 미시자료를 기반으로 지역 내 공공도서관 수를 도구 변수로 활용한 2단계 최소제곱법(2SLS) 분석을 수행하였다. 분석 결과, 전체 성인을 대상으로는 통계적으로 유의한 평균 효과가 확인되지 않았지만, 소득 수준에 따른 이질적 효과는 유의하게 나타났다. 특히 저소득층의 경우, 도서관 이용이 독서율 및 독서량에 긍정적인 영향을 미치는 것으로 분석되었다. 이는 공공도서관이 문화 접근성 확대를 통해 재분배적 기능을 수행하고 있음을 시사한다. 본 연구는 공공도서관 정책의 정당성을 ‘문화적 재분배’라는 관점에서 조명하며, 향후 정책 설계 시인구ㆍ경제적 배경에 따른 차별적 접근의 필요성을 제안한다.

영문 초록

Public libraries are growing in response to continuous decline in adult reading rates. However, despite growing public interest, few studies have examined the causal relationship between public library usage and reading behavior. This paper examines the causal effect of public library usage on reading behavior using the number of public libraries in a region as an instrumental variable to address endogeneity. Applying a two-stage least squares (2SLS) estimation, we analyze nationally representative data on adult reading activities in South Korea. While public library use shows no significant average effect for the general adult population, it has a robust positive effect on reading behavior among lower-income individuals. Specifically, public library usage substantially increases both the likelihood of reading and the number of books read among this group. These results highlight the redistributive function of public libraries in enhancing cultural access for socioeconomically disadvantaged populations. This paper calls for differentiated cultural policy design that takes into account demographic and economic heterogeneity in access to cultural goods.
