한일 과학기술협력 60년의 회고와 전망 －공진화 분석을 통한 전략적 협력 전환 방안 모색

국문 초록

한일 과학기술협력은 1965년 국교정상화 이후 60년간 일방적 기술 이전에서 전략적 파트너십으로 진화해 온 대표적인 국제협력 사례이다. 본 연구는 공진화(co-evolution) 이론을 적용하여 기술·조직·제도 간 상호작용을 통한 협력의 구조적 변화를 분석하였다. 연구 결과, 협력 발전 과정은 네 단계로 구분된다. 제1기(1965-1985년)는 일본 기술 중심의 수직적 협력으로 한국의 중화학공업 기반이 조성되었고, 제2기(1985-2000년)는 제도적 협력체계 구축과 함께 상호호혜적 관계로전환되었다. 제3기(2000-2019년)는 정치적 갈등으로 정부 간 협력이 위축되었으나민간 협력은 지속되었으며, 제4기(2019년 이후)는 경제안보 중심의 전략기술 협력이 본격화되었다. 분석을 통해 한일 과학기술협력이 단순한 선형적 발전이 아닌 복잡적응시스템의 공진화적 특성을 보임을 확인하였다. 양국은 외부 환경 변화에 상호 적응하며 학습해왔고, 정치적 갈등이 협력 생태계에 선별적으로 영향을 미치는회복탄력성 메커니즘을 보여주었다. 본 연구는 향후 지속가능한 협력을 위해 세 가지 정책 방향을 제시한다: 과학기술 분야의 정치적 독립성 보장, 전략기술 중심의미래 지향적 협력 확대, 다층적 거버넌스 체계 구축이다. 이를 통해 한일 과학기술협력이 동아시아 지역협력의 모범사례로서 글로벌 기술 거버넌스 발전에 기여할 수있을 것으로 기대된다.

영문 초록

Korea-Japan scientific and technological cooperation over the past 60 years since diplomatic normalization in 1965 represents a paradigmatic case of international collaboration that has evolved from unilateral technology transfer to strategic partnership. This study applies co-evolution theory to analyze structural changes in cooperation through the interaction of technology, organization, and institution. The research identifies four distinct phases of cooperative development. Phase 1 (1965- 1985) was characterized by vertical cooperation centered on Japanese technology, establishing Korea's heavy and chemical industrial base. Phase 2 (1985-2000) witnessed the transition to a mutually beneficial relationship with the establishment of institutional cooperative frameworks. Phase 3 (2000-2019) saw government-level cooperation constrained by political conflicts, while private-sector collaboration continued. Phase 4 (2019-present) has been marked by the full-scale development of strategic technology cooperation centered on economic security. The analysis confirms that Korea-Japan scientific and technological cooperation exhibits co-evolutionary characteristics of a complex adaptive system rather than simple linear development. Both countries have adapted and learned from each other in response to external environmental changes, demonstrating resilience mechanisms where political conflicts selectively impact cooperation ecosystems. This study proposes three policy directions for sustainable cooperation: ensuring political independence of the scientific and technological sector, expanding future-oriented cooperation centered on strategic technologies, and establishing multilayered governance systems. Through these measures, Korea-Japan scientific and technological cooperation is expected to serve as an exemplary model of East Asian regional cooperation, contributing to the development of global technology governance.
