국문 초록

본 연구는 김정은 집권 기간(2012-2024년) 동안 북한이 농업부문에 지속적인 관심과 정책적 노력을 기울였음에도 불구하고 식량안보 위기가 지속되는 구조적 메커니즘을 대내외적 요인으로 분류하여 체계적으로 분석하였다. 그 결과 대내외적 요인들은 단순히 독립적으로 작용하는 것이 아니라 상호 강화하는 복합적 메커니즘을 형성하여 악순환 구조를 노정하고 있다. 국가재정 제약으로 인한 농업투자 부족은 대외 의존도를 심화시키고, 이는 다시 국제시장 가격변동과 공급 불안정성에 따른 추가적 재정 압박을 가하며, 이러한 대외 취약성은 긴급 수입이나 임기응변적 대응을 위한 자원 배분을 우선시하게 만들어 장기적 농업 인프라 투자와 생산성 향상 기회를 제약하는 구조적 딜레마를 고착화시키고 있다. 결론적으로, 각 요인의 변화가 다른 모든 요인에 연쇄적 영향을 미치며 다시 원래 요인에 피드백 효과를 가져오는 동적 시스템이 형성되어, 김정은 정권의 다양한 농업정책 발전 노력에도 불구하고 북한의 식량안보 위기는 지속되고 있으며, 이는 개별 정책적 의지나 제도적 변화를 넘어서 구조적 메커니즘 자체의 근본적 변화를 요구하는 복합적 과제임을 시사한다.

영문 초록

This study systematically analyzed the structural mechanisms underlying the persistent food security crisis in North Korea during Kim Jong-un's rule (2012–2024), despite the regime's sustained attention and policy efforts in the agricultural sector. The analysis categorized these mechanisms into internal and external factors and found that they do not act independently but rather form a complex, mutually reinforcing mechanism that completes a self-reinforcing vicious cycle. Insufficient agricultural investment due to fiscal constraints has deepened external dependency, which in turn imposes additional fiscal pressures stemming from international market price fluctuations and supply instability. This external vulnerability prioritizes resource allocation for emergency imports or ad hoc responses, thereby solidifying a structural dilemma that constrains long-term agricultural infrastructure investment and productivity improvement opportunities. In conclusion, a dynamic system has formed where changes in each factor have a cascading effect on all other factors and feed back to the original factor. Despite the Kim Jong-un regime's various efforts to develop agricultural policies, North Korea's food security crisis persists, indicating that this is a complex challenge requiring fundamental changes to the structural mechanisms themselves, beyond individual policy intentions or institutional reforms.
