국문 초록

Under the backdrop of modernizing China’s national governance system and capacity, urban communities serve as crucial units of grassroots governance, where governance efficacy directly impacts social stability and residents’ well-being. With accelerating urbanization, community governance now faces complex challenges including multi-stakeholder participation, diversified public demands, and difficulties in resource integration. Enhancing the synergy and effectiveness of community governance has thus become an urgent practical issue. As a leading force in the social governance system, Party building is evolving from its traditional role of organizational mobilization to becoming the core driver of collaborative governance mechanisms. This paper examines the operational mechanisms through which Party building leads collaborative governance in urban communities, aiming to analyze its operational logic, institutional foundations, and practical pathways, thereby providing theoretical underpinnings and practical insights for deeper integration of Party building with community governance.

영문 초록

在国家治理体系和治理能力现代化背景下，城市社区作为基层治理核心，其治理效能影响社会稳定与居民福祉。城市化加速带来多元主体参与、公共需求多样化及资源整合难题，提升社区治理协同性和实效性成为关键。党建工作从传统组织动员转向协同治理核心驱动，成为促进社区共治的重要机制。党建引领通过制度保障与实践路径，实现党建与社区治理的深度融合，提升基层治理能力和社会治理现代化水平。
