국문 초록
The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed improving the institutional mechanisms for new urbanization and fostering a virtuous interaction among industrial upgrading, population agglomeration, and urban development. Taking Zhenxiong County—the most populous county in Yunnan Province by household registration—as a research sample, this study focuses on the practical pathways of its labor transfer and employment transformation, deeply analyzing the characteristics of employment paradigm shifts under the constraint of “nine mountains, half water, and half farmland” resource endowments. The research reveals that labor transfer in Zhenxiong County has evolved through three stages, with core drivers including institutional innovation, human capital upgrading, and rural-urban spatial cost restructuring. It uncovers the transformation logic of major population-dense counties in central and western China from “passive outward migration” to “two-way mobility” through the framework of “industrial cluster foundation—precise policy matching—human capital upgrading”, offering a practical paradigm for similar regions to break free from “labor economy dependency”. The implications lie in constructing a “skill stratification—job matching—value enhancement” closed loop, combining “precise policy drip irrigation” with “long-term empowerment” to create a sustainable skill ecosystem.
영문 초록
党的二十届三中全会提出健全新型城镇化体制机制,构建产业升级、人口集聚与城镇发展的良性互动格局。以云南省户籍人口第一大县镇雄县为研究样本,聚焦其劳动力转移就业转型的实践路径,深入剖析“九山半水半分田”资源禀赋约束下的就业范式转换特征。研究发现,镇雄县劳动力转移历经三阶段演进,驱动转型的核心原因包括制度创新、人力资本升级与城乡空间成本重构。研究揭示了中西部人口大县通过“产业集群筑基—政策精准匹配—人力资本升级”实现从“被动外输”到“双向流动”的转型逻辑,为同类地区破解“劳务经济依赖”提供实践范式。启示在于构建“技能分层—岗位适配—价值提升”闭环,结合政策“精准滴灌”与“长效赋能”,打造可持续技能生态。
