국문 초록

지속적인 저출생·고령화로 지역소멸과 급격한 입학자원 감소의 환경에서 한국의 경제발전과 더불어 성장한 전문대학이 일반대학에 비해 정부의 역할과 지원 부족으로 존립의 위기가 심각한 상황이다. 전문대학 위기 해소 방안 연구를 위해 외국 전문대학에 대한 선행연구를 통해 미국, 유럽, 일본 등 주요 선진국에 대한 연구는 확인하였으나, 최근 정부가 주도적으로 전문대학을 육성하고 있는 중국에 대한 연구는 부족했다. 이에 이 연구에서는 정부가 주도적으로 전문대학을 육성하고 있는 중국의 전문대학과 국가 간 비교 분석을 통해 한국 전문대학의 위기 극복 및 발전을 위한 제언을 목적으로 한다. 연구 문제로는 한국과 중국의 전문대학 형성 및 발전과정의 차이점과 양국 발전과정 비교를 통해 중국과 비교한 한국 전문대학의 과제를 연구하고자 하였다. 한국과 중국 전문대학의 국가 간 비교 분석은 선행연구 및 통계자료 분석을 토대로 전문대학 형성 및 발전과정의 유사함과 차이점을 확인하였다. 발전과정에서 양적으로 한국은 감소하는 추세이나 중국은 증가하는 추세였고, 질적으로 조사기간 중 한국은 다수에서 증가는 하였으나 중국은 한국에 비해 더 많이 증가한 것으로 나타났다. 이번 연구는 한국과 중국의 전문대학을 비교하는 데 있어 양국의 통계 및 공개된 자료 수집의 어려움, 한국과 중국의 나라 규모 자체의 큰 차이, 사회·정치적 배경 등 다양하게 고려해야 할 부분들에 대한 한계점이 존재한다. 이 연구가 한국의 전문대학이 4년제 일반대학과 차별화된 역할과 인재 양성을 통해 현재의 저출생·고령화에 따른 지역소멸 및 대학 생존의 위기를 해소하고 지역 산업 및 경제발전 꾸준히 기여하는 대학의 한 축으로 향후 전문대학의 지속적인 발전을 위한 연구자료로 활용되기를 바라고, 이번 연구에서의 한계점은 후속 연구가 계속되길 바란다.

영문 초록

In an environment of regional disappearance and rapid decline in enrollment resources due to continuous low birth rate and aging, junior colleges that have grown along with Korea's economic development are in a serious crisis due to the lack of government role and support compared to general universities. Prior research on foreign junior colleges confirmed studies on major advanced countries such as the United States, Europe, and Japan, but research on China, where the government has recently led the development of junior colleges, was insufficient. Therefore, the purpose of this study is to suggest overcoming and developing the crisis of Korean junior colleges through comparative analysis between Chinese junior colleges and countries in which the government is leading the development of junior colleges. As for research issues, we tried to study the differences in the formation and development process of junior colleges between Korea and China and the tasks of Korean junior colleges compared to China by comparing the development process between the two countries. Comparative analysis between countries of Korean and Chinese junior colleges confirmed similarities and differences in the formation and development process of junior colleges based on previous studies and statistical data analysis. During the development process, Korea was on the decline quantitatively, but China was on the rise, and qualitatively, during the survey period, Korea increased in many cases, but China increased more than Korea. This study has limitations in various considerations, such as the difficulty of collecting statistics and open data between the two countries, the large difference in the size of Korea and China, and the social and political background in comparing junior colleges in Korea and China. It is hoped that this study will be used as research data for the continuous development of junior colleges in the future as one of the pillars of universities that solve the crisis of local extinction and university survival caused by the current low birth rate and aging population through different roles and talent training, and the limitations of this study are that follow-up studies will continue.
