국문 초록

본 연구는 재난관리 패러다임이 정부 중심에서 공동책임(shared responsibility)으로 전환되는 과정을 사회계약론의 관점에서 분석하고자 한다. 기후변화로 인한 재난의 복잡성과 불확실성이 증가하는 상황에서, 효과적인 재난관리를 위해서는 정부와 시민 간의 새로운 사회계약이 필요하다. 본 연구는 거버넌스, 리더십, 기관신뢰, 시민회복력으로 구성된 분석 프레임워크를 통해 중대재해 사례를 검토하고, 공동책임에 기반한 사회계약 회복을 위한 방안을 제시한다. 연구 결과, 현재 재난관리 체계에서는 거버넌스의 실패, 리더십 부재, 기관신뢰 저하, 시민회복력 부족이 공통적으로 나타났으며, 이를 개선하기 위해 참여적 거버넌스, 관계적 리더십, 투명한 위험정보 공유, 회복력 접근법의 재구성이 필요함을 확인하였다.

영문 초록

This study aims to analyze the transition of disaster management paradigm from government-centered to shared responsibility from the perspective of social contract theory. In a context where climate change increases the complexity and uncertainty of disasters, a new social contract between government and citizens is necessary for effective disaster management. Through an analytical framework consisting of governance, leadership, institutional trust, and civic resilience, this study examines serious disaster cases and suggests measures to restore the social contract based on shared responsibility. The results reveal that the current disaster management system commonly exhibits governance failure, leadership absence, decreased institutional trust, and lack of civic resilience. To address these issues, the study confirms the need for participatory governance, relational leadership, transparent risk information sharing, and reconfiguration of resilience approaches.
