국문 초록

본 연구는 지역을 중앙의 주변부로 전제하는 위계적 인식을 비판하고, 지역을 다층적 관계망 속에서 능동적으로 구성되는 존재로 재개념화할 필요성을 제기한다. 기존의 ‘기대되는 지역성’이나 ‘만들어진 지역성’은 국가 중심 담론과 미디어에 의해 형성된 고정적 이미지로, 이는 지역 주민의 현재적 삶과 실천을 반영하지 못하고 정체성과 문화 형성을 왜곡해왔다. 이에 본 연구는 ‘다중 스케일’ 관점을 도입하여 지역성을 지역 내부, 타 지역, 국가, 국제적 맥락 속에서 형성되는 복합적 구성물로 이해하고자 한다. 이를 토대로 성남시 사랑방문화클럽 사례를 분석하고, 생활문화 실천을 통해 창조적 시민성과 새로운 지역 정체성을 형성한 과정을 고찰한다. 연구는 지역이 고정된 실체가 아니라 현재와 관계 속에서 지속적으로 발명되는 열린 장임을 강조하며, 지역문화정책 및 지역학의 실천적 전환을 위한 이론적 기반을 제시한다.

영문 초록

This study reconsiders the concept of local culture by moving beyond fixed traditions and state-centered peripheral perspectives, and instead proposes a relational, multilayered understanding of locality. The notion of “constructed locality”—often shaped by state discourse, media, and hierarchical administrative frameworks—has led to distorted and static representations of local identity, disconnected from the lived realities of local residents. Adopting a multi-scale perspective, this paper analyzes how locality is formed across intra-local, inter-local, national, and international dimensions. Through an in-depth case study of the Sarangbang Cultural Club in Seongnam City, the paper explores how new forms of locality can be invented through civic engagement and community-based cultural practices. The Sarangbang Cultural Club exemplifies a shift from a past-oriented identity to one grounded in present relational experiences and creative participation. This research argues that locality is not a static entity but a dynamic and ongoing process of invention, and offers critical implications for transforming regional studies and cultural policy toward more inclusive, practice-based, and future-oriented frameworks.
